Overview

 

Position is on the consulting staff of a private, not-for-profit management consulting firm headquartered in Tysons, VA. This position is located at the LMI Southwest Regional Office, San Antonio, TX. The primary objective of this work is to facilitate the effective and efficient execution of the Air Force worldwide environmental programs.

 

Responsibilities

 

Must provide expert-level technical consultation supporting implementation of United States Air Force (USAF) environmental and engineering projects. Provide expert-level skills to assist the USAF environmental restoration program managed by the Air Force Civil Engineering Center (AFCEC) Technology Division.

 

Key responsibilities include:

  • Provide team facilitation support and strategic level technical consultation.
  • Apply expert-level knowledge of USAF/DoD environment, acquisition, materials management, and multi-media remediation processes and technologies
  • Evaluate technical remedies associated with the deployment and implementation of environmental technologies to ensure cost-efficient remediation progress and reduction in USAF liabilities based on available data
  • Support Technical Evaluation Teams in performance based remediation (PBR) acquisition processes.
  • Develop Surveillance Plans capable of providing the USAF with timely alerts if high cost/complex performance objectives are at risk.
  • Provide expert-level support in research and development of Environmental Restoration Program guidance (optimization, and PBR surveillance), including technical tools, guidance, and models.
  • Assist with post award implementation of PBR strategic evaluation, including critical technological and programmatic document reviews.
  • Assist with Critical Process Analysis events to evaluate remedial system performance and ensure compliance with PBR contract objectives.
  • Provide high‐level technical advice in conducting surveillance document reviews for high cost, high complexity, high risk sites and locations.
  • Provide highly complex technical support to the USAF Emerging Issues/Contaminants Program. May include site visits to oversee field work for non‐standard procedures and site conditions related to emerging contaminants.
  • Provide technical support at meetings with regulatory and partnering agencies where complex and controversial issues are discussed. Assist with recommendations and/or strategies prior to meeting with regulators, other government agencies, institutions and the public to avoid conflict and to resolve contentious issues.
  • Provide expert level technical support for the AFCEC Broad Agency Announcement program.
  • Provide expert level technical support for the Strategic Environmental Research and Development Program Provide expert level support for evaluating, developing, and implementing a comprehensive Activity Based Costing program.
  • Produce/coordinate Project Cost Estimating Assumptions Documents for environmental restoration account projects. Certification in Remedial Action Cost Engineering Requirements system is highly desired.
  • Provide high‐level technical advice in conducting complex peer reviews for site-specific remediation strategies in order to overcome site closure obstacles and/or technical challenges.

Qualifications

Applicants to this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Only U.S. Citizens are eligible for security clearances. For this position, LMI will only consider individuals who possess current security clearances or those who are eligible to obtain one.

 

Masters and/or PhD degree in environmental science/engineering or related scientific fields, with an undergraduate degree in engineering, geology, environmental science, economics, or other physical science with direct application to environmental industry.

 

Eleven (11) years or more professional experience in the environmental field.

 

Ten (10) or more years direct professional experience supporting DOD/USAF environmental programs at the Installation level, Region, major command, or headquarters level.

 

Strong problem solving and analytical skills essential. Must be self-motivated and detail oriented.

 

Superior analytical and communication skills are required, both oral and written. Proven track record in writing technical guidance and documents required. Publications list or writing samples may be requested.

 

Related prior experience with USAF environmental program management or consulting organizations will be highly preferred

 

Must be available for occasional travel.
