Overview

LMI is seeking a Management Analyst to join our DHS CWMD Training and Exercise Team supporting BioWatch program. This position requires an Active Secret clearance and the ability to obtain DHS Suitability.  This is an Offsite position. 

 

With the threat of transnational terrorism and ongoing development of weapons of mass destruction (WMD) by nations potentially hostile to the U.S., DHS has taken steps to integrate the full range of its radiological, nuclear, chemical, and biological capabilities to enhance the nation’s abilities to prevent terrorists and other threat actors from using WMD, and support operational partners in closing capability gaps along adversary pathways.  As the focal point for this effort, DHS Countering Weapons of Mass Destruction (CWMD) Operations Support Directorate (OSD) requires advisory and assistance services to effectively operationalize CWMD by developing and enhancing the capabilities of the DHS Components as well as federal, state, local, territorial and tribal (FSLTT) partners.  LMI provides advisory and assistance services (program support, training and exercise, medical operations, information integration, requirements generation, and operational coordination) to CWMD Operations Support Directorate (OSD).

Responsibilities

  • Apply emergency management doctrine such as the National Incident Management System (NIMS), National Preparedness Goal (NPG), and Homeland Security Exercise and Evaluation Program (HSEEP) for exercise design, conduct and evaluation.
  • Lead and support exercise teams in accomplishing tasks to include exercise design, scheduling, delivery, and evaluation of complex discussion- and operations-based, HSEEP-consistent exercises in support of DHS BioWatch program.
  • Create materials for, and support facilitation of exercise planning meetings, and be able to convey outcomes in clear succinct reporting that is actionable to managers and fellow planners. 
  • Draft exercise documentation including exercise plans, situation manuals, controller/evaluator handbooks, master scenario events lists, exercise evaluation guides, and after-action reports and improvement plans.  
  • Work with a variety of stakeholders at the local, county, state, regional, and federal levels; including response organizations, law enforcement, military/National Guard, and public health agencies. 
  • Develop trend analyses from exercise data, capturing innovative practices and lessons learned, and track implementation activities to be shared with a variety of agencies and organizations. 

Qualifications

  • BS/BA or equivalent.
  • Secret clearance and ability to obtain DHS Suitability.
  • Minimum of 5 years work experience.
  • Previous experience in Exercise planning and execution through application Homeland Security Exercise and Evaluation Program (HSEEP) methodology.
