Overview

LMI is seeking a skilled Senior Health Policy and Operations Analyst to support work for the Department of Health and Human Services (HHS), specifically the Centers for Medicare and Medicaid Services (CMS).  The successful applicant will become part of a team dedicated to policy, operations, and analytical support work. The primary focus will be facilitating compliance and monitoring efforts, ensuring that program participants are aligned with federal regulations, sub-regulatory guidance, and all other programmatic requirements. However, this position will NOT be involved in direct drafting of policy or in influencing policy decisions made by the government. This position may be performed remotely.

Responsibilities

Each day may require the candidate to:

  • Analyze healthcare and compliance data as well as technical documents using spreadsheets or other analytical tools to identify instances of noncompliance whereby program requirements have not been met
  • Produce in-detail findings reports summarizing method, scope, and results of data analyses and/or document reviews and providing recommended next steps as well as briefings/deliverables based on client request in a manner that is easily understood and interpreted by non-technical stakeholders
  • Develop and maintain new operational plans (guidance documents, instructions, and standard operating procedures) as well as public-facing and CMS-internal documents to support program operations
  • Research, learn, and apply relevant federal policy, guidance, and regulations at the federal and state level to respond to inquiries using analytical writing skills
  • Proactively identify gaps that operational and tactical plans can resolve
  • Utilize various information systems to perform validation and verification of data by comparing and analyzing from multiple sources and reporting findings in a meaningful way
  • Document decisions and approved language in a knowledge repository
  • Communicate with systems development experts to maintain tools and applications used to fulfill project requirements
  • Solve complex challenges in a timely and appropriate manner with attention to resources and minimal management oversight
  • Respond to internal and external substantive questions and inquiries on assigned tasks and projects
  • Contribute to, and participate in, group meetings with clients and stakeholders

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's degree in health policy, health systems management, public policy, public administration, business management (with an analytical focus) or related discipline
  • Strong data analysis skills
  • Expert knowledge of Excel (i.e., knowledge of VLOOKUP/HLOOKUP functions, use of Pivot tables, developing charts and graphs)
  • Proficiency in Microsoft Office programs (Word, PowerPoint, Outlook)
  • 2-4 years' experience in federal consulting
  • 2-4 years' experience in data analysis and reporting
  • Superior communication and writing skills
  • Ability to multi-task between complex projects during seasonal peak periods
  • Ability to absorb large amounts of new technical and policy knowledge with minimal guidance

DESIRED SKILLS AND BACKGROUND

  • Master's degree in health policy, health systems management, public policy, public administration, business management (with an analytical focus) or related discipline
  • Experience with R, Python, and/or SAS
  • Experience with HHS or CMS
  • Ability to absorb large amounts of new technical and policy knowledge without a lot of guidance
  • Ability to advocate for technical platforms to augment analytical processes and deliverables, including input into IT business requirements
  • Understanding of federal healthcare programs and policies
  • Willingness to take on task streams in a leadership capacity
  • 4+ years of experience in data analysis and reporting
  • 4+ years of experience in federal consulting performing in client-facing role

 

Target salary range: $64,674 - $113,826.  Final compensation will be determined by a variety of factors including but not limited to your skills, experience, education, and/or certifications.
