Overview

LMI is seeking a Public Health Coordinator to join our DHS CWMD BioDetection Support Team as a Jurisdictional Coordinator. This position requires the ability to obtain and maintain both DHS Suitability and a Secret clearance. You must be a U.S. citizen. This is an Offsite position and candidate must reside in the Los Angeles, CA, area.

 

With the threat of transnational terrorism and ongoing development of weapons of mass destruction (WMD) by nations potentially hostile to the U.S., DHS has taken steps to integrate the full range of its radiological, nuclear, chemical, and biological capabilities to enhance the nation’s abilities to prevent terrorists and other threat actors from using WMD, and support operational partners in closing capability gaps along adversary pathways.  As the focal point for this effort, DHS Countering Weapons of Mass Destruction (CWMD) Operations Support Directorate (OSD) requires advisory and assistance services to effectively operationalize CWMD by developing and enhancing the capabilities of the DHS Components as well as federal, state, local, territorial and tribal (FSLTT) partners.  LMI provides advisory and assistance services (program support, training and exercise, medical operations, information integration, requirements generation, and operational coordination) to CWMD Operations Support Directorate (OSD).

Responsibilities

  • Serve as the primary liaison between the DHS program office and the jurisdiction(s) for program management, preparedness, training, and exercise activities.
  • Serve as jurisdictional subject matter expert and assist DHS CWMD in its engagement activities at the state and local level.
  • Develop and maintain productive relationships with federal, state, and local partners and stakeholders.
  • Facilitate local stakeholder meetings to ensure accurate and adequate information flow between strategic and tactical aspects of the biodetection program.
  • Coordinate (and assist in developing) stakeholder plans, protocols, trainings, and exercises.
  • Support planning and execution of jurisdictional special events.
  • Support the federal client in the development and execution of program priorities and efforts.
  • Develop and review program strategies, plans, processes, guidance, and standard operating procedures for content.
  • Assist the program office with responding to internal and external requests for information.
  • Assist the jurisdiction and federal program office with initial response activities following a detection.
  • Identify information sharing needs of the jurisdiction and respond accordingly.
  • Share jurisdictional best practices and lessons learned with the government, Jurisdictional Coordinators, and other teammates.
  • Produce monthly report updates on significant jurisdictional activities to the biodetection program office.
  • Required to be on call for remote response evenings, weekends, and holidays. 
  • Occasional travel, approximately 10% or less yearly

Qualifications

  • Education: At least Bachelor’s degree from an accredited university in public health or related fields such as biodefense, biological sciences, epidemiology, environmental health or science, homeland security, emergency management, or industrial hygiene.
  • Experience relevant to education:
    • Doctoral degree: Requires 5 years of relevant experience working in a local, state, or federal public health, emergency management, law enforcement, first responder, or related field.
    • Master’s degree: Requires 10 years of relevant experience working in a local, state, or federal public health, emergency management, law enforcement, first responder, or related field.
    • Bachelor’s degree: Requires 15 years of relevant experience working in a local, state, or federal public health, emergency management, law enforcement, first responder, or related field.
  • Strong work ethic and time management skills.
  • Outstanding relationship building skills.
  • Ability to obtain and maintain both DHS Suitability and a Secret clearance. You must be a U.S. citizen. 

 

Target salary range: $100,300 - $176,528
