Program management and systems engineering support services to DHS for planning and acquisition programs and aligned IT projects that support DHS missions. Tasks included program and acquisition activities required by the DHS System Engineering Life Cycle (SELC) across all process stages. Program management and technical support to the CIO for IT investment, highly-specialized software development and modernization, acquisition and technical oversight, procurement and system engineering. Tracking project cost, schedule and performance, prepare documents (requirements, acquisition and procurement) and develop policy, procedures and report status to all levels.


  • Track Cost Schedule and Performance with detail to reporting
  • Prepare and submit program documentation that includes acquisition strategies, market research, requirements analysis, risk assessments, acquisition, program baselines, test and evaluation master plan, logistics support and security authorization
  • Coordinate planning and execution of acquisition decision events and reviews.
  • Assist CIO with all IT system engineering design reviews.
  • Assist with presentations, prepared summaries and drafted CIO design review endorsements.
  • Prepare briefing templates for SELC technical reviews.
  • Monitor, track and asses project status against established baselines for schedule, cost and performance at each review.
  • Establish, coordinate, and maintain a detailed IMS for project activities and related dependencies that include documentation preparation, technical reviews, test events and deployment dates.
  • Develop briefing templates and governance requirements for IT projects.
  • Prepare executive reports and presentations, including all documentation requirements. Track and review documents and guidance for improvement.
  • Prepare briefing charts, scheduled meetings, kept records and record minutes, prepared after-action reports in support of PMRs, PSRs, technical reviews, and IT investment reviews.
  • Monitor approved APB agreement that establish performance, schedule and cost baseline parameters to determine and assess if there were breaches in any of the baseline metric parameters.
  • Assist PM prepare reports notifying the Acquisition Executive of the breach and mitigation plan to correct the breach root cause. Provided support to substantiate a rebase line via CAE approval for the project.
  • Develop IBR plan for IT infrastructure modernization project.
  • Train IBR staff, evaluated work packages and provided recommendations to establish a baseline IMS.
  • Analyze development contractors cost performance reports and prepared Earned Value Management reports with schedule and cost performance index metrics to evaluate performance and trends
  • Manages and facilitates the integrated Change Control Board for continuous improvement of the modernization program
  • Ensure program compliance with federal and DHS mandates, alignment with agency enterprise architecture, and adherence to directives from governing entities


Education: 15+ Years and a Bachelor’s degree

Certifications: PMP along with a TS/SCI (Possibly POLY) clearance

Former military experience is desirable, along with prior DHS Task Order Lead experience

Acquisition background

Experience managing a team of 30-40 FTE’s or more across multiple Task Orders
