Overview

LMI is seeking a Procurement Specialist-Organizational Improvement/Management Consultant for the Organizational and Human Capital Solutions Group of a not-for-profit government consulting organization headquartered in Tysons, VA.  This position is full-time and based at Dam Neck, Virginia. 

Responsibilities

  • Provide procurement expertise to acquisition consulting projects, ensuring excellence in technical performance.
  • Provide procurement support to clients to include DOD procurement planning, analysis, acquisition package development and tracking, and administrative and inventory management for various DoD projects.
  • Conduct studies/analysis, evaluation, and improvement of managerial policies, practices, methods, and procedures.
  • Contribute to policy making decisions and execution strategies across a broad and high profile client base.
  • Develop and maintain close professional relationships with current and potential clients.
  • Provide appropriate data to key officials at all levels of management for the purpose of helping achieve the most effective program and financial management.
  • Identify, lead and support business development activities as appropriate.
  • Maintain knowledge of changes in acquisition laws, regulations, and industry trends.

Qualifications

  • Minimum of six years of acquisition and procurement experience.
  • Demonstrated proficiency with Federal Acquisition Regulation (FAR) and DoD procurement policies, regulations, and procedures.
  • Experience with Department of Defense, NAVSEA strongly desired.
  • Experience and knowledge of DoD acquisition tool sets, scheduling, spreadsheet development.
  • Demonstrated experience documenting management issues, data collection and data call preparation, report processing, brief preparation, monitoring milestone schedules;
  • Demonstrated proficiency with acquisition package compilation, to include researching and identifying project requirements; and obtaining quotes and analyzing to determine the most cost effective means for material procurement.
  • Experience tracking and reporting procurement status, assisting in lead time determinations, generating reports to coordinate material/production schedules with project managers, and tracking and recording procurement logs for detailed metrics.
  • Demonstrated experience and proficiency utilizing the Naval Enterprise Resource Planning (ERP) Material Management systems, the Acquisition Workbooks’ to obtain ERP Unique Material Master (UMM) numbers, and NAVSEA Procurement Tools.
  • Experience preparing Simplified Acquisition Process (SAP) requests for Government Contract packages; providing Vendor quotes, Procurement Development Packages (PDP), and Sole Source Memorandums with justification statements.
  • Experience preparing MILSTRIP procurement packages and utilizing Navy Information Dominance Approval System (NAV-IDAS).
  • Strong verbal and written communication skills.
  • Demonstrated ability to effectively interact with staff members at all levels within an organization.
  • Demonstrated ability to develop innovative solutions to complex issues.
  • Demonstrated ability to work in an independent setting.
  • Current DOD Secret clearance is required.
