Overview

Position is on the research staff of a private, not for profit research institute located in McLean, VA, that specializes in government consulting within a broad spectrum of public policy management. Work will be on client site in Washington, DC and an existing minimal back ground investigation (NACI) and government security clearance is preferred.

Responsibilities

This position will apply systems engineering and project/program management principles to a high visibility DHS component’s program to ensure effective program requirements definitions, system concept descriptions, architecture definitions, systems CONOPs, system-level interfaces, risk assessment/mitigation plans, and identification of key program milestones and dependencies.  The Lead Systems Engineer (LSE) will provide leadership and guidance to the systems engineering team throughout the program definition cycle, and he/she will be responsible for establishing programs to control the systems engineering process and products.  These controls will ensure successful concept development, requirements management, configuration management, interface control, data management, design and development, technical risks, schedules, verification/validation, document management, and transition to operations.

 

The LSE will interface with analysts and engineers across a wide variety of client/customer agencies and organizations to create program-level documents. The LSE will assist the Government lead by analyzing and understanding program level requirements, providing technical input to strategic decisions, documenting technical strategies, linking projects and funding to technical direction, and developing briefings and other material necessary to communicate the technical strategy.  The LSE will provide strategic leadership in identifying, analyzing, defining, and coordinating user, customer, and stakeholder needs and translating them into technical or operational requirements for the research, development, production, and/or procurement of processes, systems, and/or services.

Qualifications

Requirements:

 

  • BS degree in a scientific or technical field (electrical engineering, computer science, mathematics, etc.
  • 10+ years of relevant experience
  • Must have a minimum of Tier 4a/BI (Background Investigation) level background investigation within the last 5 years; or otherwise be the subject of a favorable DHS controlled Tier 4a/BI background investigation
  • Ability to provide support in the software engineering analysis of DHS acquisition programs
  • Must be able to provide administrative and technical support to all aspects of Enterprise Architecture (EA) analysis and services (including data architecture)
  • Ability to develop, integrate, track, and/or analyze communication systems and network designs, processes, interfaces, infrastructure, and support processes
  • Successful experience leading or managing programs and/or projects
  • Ability to provide program office management and other stakeholders simplified explanations of complex problems and scenarios
  • Ability to foster collaborative relationships, encourage teamwork, and promote cooperation
  • Ability to think critically and strategically
  • Must possess diplomatic, tactful, and strong interpersonal and professional skills to resolve politically sensitive issues
  • Must demonstrate exceptional verbal and written communication skills

 

Preferred Qualifications:

  • Knowledge of the application of the DHS SELC process
  • Knowledge, experience, or expertise in telecommunications to include satellite communication systems, wireless communications, or telecommunication standards
  • Understanding of existing and emerging digital communications technologies
