Responsibilities

This position presents an excellent opportunity for a candidate with 3–5 years of financial management experience. The successful candidate for this position will provide expertise and support in several areas of financial management, including helping to develop a Financial Analysis program at the client site in Washington, DC. Specific requirements include:

  • Applies working knowledge of data collection and analysis methods to prepare detailed financial information
  • Applies working knowledge of Laws, regulations and related Federal financial management guidance (i.e., Chief Financial Officers Act, OMB Circulars. Treasury or FASAB)
  • Applies working knowledge of, and ability to apply, financial concepts and theories to prepare budget exhibits, monitor funds, financial reporting and funds appropriation to solve problems
  • Writing and presentation of results and analysis to client management
  • Support development of client financial reports
  • Provide oversight and review of travel and purchase card transactions, and other financial areas
  • Assess and review payables for duplicate and error payments
  • Develop process flows and related narrative that will be used in developing procedures at “desk top” or more hi-level.
  • Ability to train client on developed procedures.

Financial Operation

  • Demonstrates working knowledge of federal financial statements (Balance Sheet, Statement of Budgetary Resources)
  • Demonstrates working knowledge of Treasury US Standard General Ledger chart of accounts, transactions and key reports in conducting USSGL account and financial statement analysis
  • Applies knowledge of accounting standards published by the Federal Accounting Standard Advisory Board
  • Applies knowledge of operating budget execution, funds control, processing/recording funding/expenditure documents and funds de-obligation

Financial Management Systems

  • Applies knowledge of Federal Financial Systems Core Financial Systems Requirements (General Ledger, Reporting, Funds, Payment, Cost, Fund Balance with Treasury, System, Reimbursable)
  • Applies knowledge to support documenting related functional business processes and conducting BPR analysis within financial system architecture to developing internal use procedures

Qualifications

Minimum Qualifications

  • Bachelor’s Degree in any field (Business, Finance, Accounting or Economics desired)
  • 3–5 years of relevant work experience in financial management
  • Applies working knowledge of data collection and analysis methods
  • Demonstrates knowledge of financial regulations and requirements

Beneficial Qualifications

  • Certifications: Certified Government Financial Manager (CGFM), Certified Defense Financial Manager (CDFM), Certified Federal Financial Management Program (FFMCP), Certified Financial Analyst (CFA), Certified Public Accountant (CPA), Certified Management Accountant (CMA), Project Management Professional (PMP)
