This position presents an excellent opportunity for an experienced Budget Analyst in the Aberdeen, MD area with 2+years of DOD budget management experience. The successful candidate for this position will provide expertise in several areas of the budget cycle: Budget Planning, Budget Execution, & also reconciliation.

Responsibilities

 

  • Develop/forecasting annual budgets
  • Track/analyze funds obligations against spend plans and resolve budgetary imbalances
  • Maintain auditable records and back-up documentation
  • Utilize the DoD Financial Management Regulation and Defense Finance and Accounting Services (DFAS)-Indianapolis Regulation 37-1
  • Research and reconcile current and prior year funds budget discrepancies
  • Resolve negative un-liquidated obligation reports, zero obligation, and other billing corrections
  • Complete Program Objective Memorandums (POM) documents
  • Complete DOD procurement forms (called P-Forms)
  • Research, develop, test, and process evaluation forms (called R-Forms), as well as operations and maintenance forms (called O-forms)
  • Apply working knowledge of budget processes: controls, justification and defense, and funds release
  • Apply working knowledge of fund control execution and adjustment to prepare associated reports
  • Apply working knowledge when researching and resolving issues with aged unliquidated obligations
  • Apply working knowledge of advanced MS Excel spreadsheet techniques to support budget development, execution tracking, and spend plan development (i.e., pivot tables, Macros, validation look-ups, etc.) to provide analytical detail
  • Apply working knowledge of DoD overarching acquisition strategy as they relate to the Planning, Programming, Budget and Execution (PPBE) process
  • Apply working knowledge of contract and modification actions (i.e., lines of accounting, contract line item numbers, etc.)

Qualifications

      • 24 months of relevant work experience in federal budget planning, execution and reconciliation
      • completed course covering fiscal law (comptrollers fiscal law or equivalent 
      • DoD budget systems (Standard Operation and Maintenance Army Research and Development System (SOMARDS) and General Fund Enterprise Business System (GFEBS)
      • Working knowledge of government Federal budget process (Formulation, Congressional Action, Execution, Audit)

      Beneficial Qualifications

      • Bachelor’s Degree in any field (Business, Finance, Accounting or Economics desired)
      • Certifications: Certified Government Financial Manager (CGFM), Certified Defense Financial Manager (CDFM)
