The Quality System Manager is responsible for managing, monitoring, evaluating, and coordinating the LMI quality management process for 1,250-person workforce located in Tysons, Virginia, in satellite offices in more than a dozen U.S. locations, and abroad. LMI maintains a broad set of certifications, and undergoes annual audits that are critical to its ability to do business. The Quality Systems Manager is tasked with coordinating and consolidating Quality efforts across the organization and ensures continued ISO 9001, CMMI for Services, CMMI for Development, AS9100, ISO 20000, and ISO 27000 certifications. He/she understands the processes performed by the consulting and support staff and is proficient at leading business transformation initiatives.


Responsible for assisting LMI Officers to plan, develop, implement, and optimize the quality management process. Key responsibilities include:

  • Develops and implements processes, procedures, tools, templates, and checklists that advance LMI’s quality management objectives. Ensures quality objectives are aligned with LMI’s strategic objectives.
  • Communicates and engages with all LMI staff, across regional offices, client sites, and headquarters on quality management procedures and changes. Informs staff of all changes within 24 hours of issuance.
  • Develops and implements quality management system documentation including, quality policy, quality system manual, operating procedures, roles and responsibilities, quality records, project management guidance, and project leader templates and checklists. Maintains documents and records under configuration management.
  • Develops and implements instructor led and online training materials for new hire quality management orientation, annual quality management refresher, audit preparation, and internal auditors. Evaluates effectiveness of training.
  • Oversees the requirements, design, development, testing and implementation of the custom developed quality records management system components.
  • Oversees annual internal audit process to ensure compliance: relative sample of projects selected; lines of inquiry cover all requirements; auditors assigned projects outside of their area of responsibility; root cause analyzed; nonconformance resolved; and recommended corrective action documented. Develops recommendations to resolve non-conformances found, prevent non-conformances and continually improve the system.
  • Oversees quality system representative team that serve as POCs for QMS questions and assistance.
  • Analyzes trends of audit findings, customer satisfaction and subcontractor satisfaction survey results, and customer complaints.
  • Facilitates the management review board meetings, reports status, documents the minutes, and tracks actions to completion. Ensures review of all operating procedures within a 3 year certification cycle.
  • Facilitates the external ISO 9001, AS9100, CMMI, ISO 20000, and ISO 27000 certification audit process. Ensures timely response to audit findings.
  • Assesses impact of business transformation initiatives on quality process, procedures, workflow and tools.
  • Prepares management reports. Develops and presents briefings to Officers and staff on results.
  • Provides project management, leadership, and subject matter expertise for the corporate quality team.
  • Transfers skills/knowledge to the quality team.
  • Communicates and coordinates quality activities with business groups and other Enterprise Services business areas to ensure compatibility and that cross-department requirements are met.
  • Ensures quality initiatives are within budget and on schedule. Reports regularly on project status to management and business stakeholders.

Keeps current on quality management certification requirements


  • Develop and review written materials that are compliant with certification requirements, including procedures, audit lines of inquiry, agendas, minutes, briefings, and reports.
  • Plan, organize, and implement projects. Prioritize work and independently seek out relevant information. Coordinate with necessary staff to verify project timelines and schedules. Collect and analyze lessons learned.
  • Maintain corporate quality intranet site with content updates. Ensures quality references on LMI internet site are accurate. Ensures proposal quality management content is accurate.
  • Obtain competitive bids for outside vendors; prepare purchase order requests, SOW, evaluation criteria, OCI, and risk assessment; and approve invoices.
  • Knowledge of the systems development life cycle, methods (e.g., waterfall, spiral, agile) and tools (e.g., Atlassian).
  • In-depth knowledge of Government consulting industry standards and regulations, such as the federal acquisition regulations and requirements.
  • Superior oral and written communications skills.
  • Strong training skills with experience developing, delivering and evaluating training effectiveness.
  • Strong interpersonal and listening skills and the ability to effectively interact with all levels of LMI personnel and vendors in a professional manner.
  • Build and maintain professional relationships throughout the organization.
