Provide financial management and cost analysis support to US Transportation Command (USTRANSCOM) TCJ8-P (Acquisition Program Control) and PEO-T at Scott AFB, Illinois.  Participate on a team of analysts on multiple projects and initiatives.  Responsible for conducting financial data analysis and reporting, acquisition program cost estimation, cost analysis, and program evaluation of IT acquisitions and programs and for helping government clients to understand the costs and resource impacts of their decisions. 

Initial duties may include:

  • Assist in the development of TRANSCOM program and budget materials for IT acquisitions
  • Develop Program Life Cycle Cost Estimates (LCCEs), Independent Government Cost Estimates (IGCEs), and Rough Order Magnitude (ROM) Estimates for TRANSCOM initiatives and acquisition programs
  • Develop cost models, estimating methods, and estimating relationships
  • Assist in the conduct of cost-benefit, business case analyses, and analyses of alternatives
  • Support financial tracking and reporting, fact finding/analysis, budget preparation and execution, and related advisory functions
  • Prepare PowerPoint presentations, process summary reports, meeting minutes/ notes, and other program management documentation.
  • Work as part of a multi-disciplinary team composed of contractors and government employees.


  • Bachelor’s or graduate degree in Economics, Mathematics, Operations Research, Engineering, or similar technical discipline is required.
  • At least three (3) years of experience conducting cost estimating/cost analysis for DoD and/or TRANSCOM acquisition is required. Experienced in IT acquisition program budget and cost analysis preferred.
  • Knowledge of DoD acquisition and financial management policy and guidance (e.g., DoD 5000 series, DoD FMR, and DFAS) is required.
  • International Cost Estimating and Analysis Association (ICEAA) or Defense Acquisition Workforce Improvement Act (DAWIA) Business Cost Estimating certification is preferred.
  • Should be familiar with DoD and TRANSCOM management and financial information systems (e.g. DEAMS, ITS, CRIS, EDA, etc.)
  • Should be familiar with cost estimating models, basic modeling and simulation principles, and basic operations research methods, particularly statistical data analysis.  Experience with COTS cost tools such as ACEIT, PRICE tools, SEER or similar software is a plus.
  • Must be able to lead and collaborate with others in project team-oriented environment, communicate complex analyses verbally and in writing, and develop innovative approaches to solving technical challenges.
  • Must be available for occasional travel.
