Overview

This position is located in Washington, D.C. and provides U.S. Customs and Border Protection’s (CBP) Interdiction Technology Bureau (ITB) with capital planning, strategic planning, and other investment and acquisition management documentation support.

Responsibilities

• Assist with the preparation and review of capital planning, strategic planning, and other investment management documentation that complies with all applicable Federal, Department of Homeland Security (DHS), and CBP capital planning, strategic planning and investment management policies and guidelines.
• Support a team of government action officers and industry consultants in the development and management of Program Acquisition Plans, Consolidated Acquisition Plan Supplements, Source Selection Plans, Test Evaluation Plans, and Operational Analysis documents supporting the acquisition and deployment of interdiction equipment as well as post deployment monitoring against baseline readiness standards.
• Provide quality control support for and detailed analysis of acquisition, deployment, and sustainment (ADS) requirements tracked via various business systems to inform capital investment planning decisions
• Develop white papers, decision memos, policy documents, and other artifacts as defined by the client to support acquisition, deployment, program management and property management.

• Position entails on-site support to the client

Qualifications

• Bachelors Degree required, graduate degree preferred in logistics management, financial management, systems engineering, project management or related degree
• 15 years’ experience with a bachelor's degree (or 10 years' experience with a master's degree) in working for or consulting with the federal government in logistics, program management, capital planning, or acquisition or procurement management. 
• Knowledge and experience supporting of Dept. of Homeland Security and Customs and Border Protection programs, policies and operations.
• Superior communication skills, both oral and written, including demonstrated ability to develop products for senior executive review and approval
• Working understanding of highly technical systems involving non-intrusive detection capabilities is highly desired
• Demonstrated ability to use Microsoft Excel, Word, PowerPoint, Project, and Access software
• Current, fully adjudicated CBP background investigation highly preferred; ability to obtain one is required
• Limited travel may be required (less than 10%)
