Overview

Subcontracts Administrator / Purchasing Specialist is responsible for the end-to-end lifecycle management of subcontracts and procurement activities in support of government and commercial programs. This role ensures compliance with FAR/DFARS requirements, supports manufacturing and program execution needs, and leads the negotiation of commercial terms, conditions, and licensing agreements. The position operates in a fast-paced, compliance-driven environment requiring strong business acumen, risk management, and cross-functional collaboration.

Responsibilities

  • Administer the full lifecycle of subcontracts and purchase orders, including solicitation, evaluation, negotiation, award, and closeout.
  • Ensure compliance with applicable regulations, including FAR, DFARS, and company purchasing policy requirements.
  • Serve as the primary interface between internal stakeholders (program management, engineering, manufacturing, quality) and external suppliers.
  • Develop and issue RFQs/RFPs; perform price/cost analysis and evaluate supplier proposals for adequacy, compliance, and risk.
  • Evaluate supplier proposals for cost, technical acceptability, and compliance with requirements
  • Negotiate pricing, delivery schedules, terms and conditions, and commercial licensing agreements to achieve best value and mitigate risk.
  • Support manufacturing operations by procuring materials, components, and services aligned with production schedules and technical requirements.
  • Draft, review, and negotiate subcontract terms, including flow-down provisions, data rights, IP/licensing clauses, and indemnification language.
  • Prepare and issue purchase orders and subcontracts in accordance with internal procedures and regulatory requirements (e.g., FAR/DFARS where applicable)
  • Monitor subcontractor performance, including cost, schedule, and technical compliance; address performance issues proactively.
  • Maintain accurate procurement files and documentation to support audits.
  • Support small business utilization goals and supplier diversity initiatives where applicable.
  • Collaborate with legal, finance, and program teams to resolve contractual issues and ensure alignment with business objectives.

Qualifications

  • Bachelor’s degree in Business, Supply Chain Management, Contracts, or related field (or equivalent experience).
  • 5+ years of experience in subcontracts administration, procurement or purchasing in a government contracting environment.
  • Strong working knowledge of FAR, DFARS, and related federal acquisition regulations.
  • Experience supporting manufacturing environments, including procurement of materials, components, and production-related services.
  • Demonstrated experience negotiating commercial terms and conditions, including software or technical licensing agreements.
  • Proven ability to perform cost/price analysis and evaluate supplier proposals.
  • Strong understanding of subcontract and purchase order types (FFP, CPFF, T&M, etc.) and associated risk profiles.
  • Excellent negotiation, communication, and analytical skills.
  • Proficiency with ERP systems (e.g., Deltek Costpoint or similar) and Microsoft Office tools.

Preferred Qualifications:

  • Bachelor’s degree in Business, Supply Chain Management, Contracts, or related field (or equivalent experience).
  • 5+ years of experience in subcontracts administration, procurement, or purchasing in a government contracting environment.
  • Strong working knowledge of FAR, DFARS, and related federal acquisition regulations.

The target salary range for this position is $77,000-$130,000. 

 

The salary range displayed represents the typical salary range for this position and is not a guarantee of compensation. Individual salaries are determined by various factors including, but not limited to location, internal equity, business considerations, client contract requirements, and candidate qualifications, such as education, experience, skills, and security clearances.   

Applicants must meet eligibility requirements for a U.S. Government security clearance. Only US Citizens are eligible for a security clearance.
