Position is on the staff of a not-for-profit government consulting firm located in McLean, VA. The consultant will represent the Headquarters, Department of the Army (HQDA) G-4 Supply Policy Directorate at Fort Lee, VA working side-by-side with the Joint Culinary Center of Excellence (JCCoE) to implement the Army Food Service Modernization Plan and other efforts in the HQDA Execution Order 252-15 (Improving Garrison Dining Facility). Goal is to bring food service operations to a 21st Century performance standard by incorporating the latest trends in campus style feeding concepts, incorporating mobile services, and reducing infrastructure -- all while lowering costs. Frequent travel will be required to Army installations to oversee the implementation of the concept/plan. Position requires a DoD Secret Clearance.


  • Prepare solicitation for the centralized food service contract supporting Training and Doctrine Command (TRADOC) Initial Military Training (Basic Combat Training/One Station Unit Training, Advanced Individual Training) locations and perform cost benefit analysis of candidates.
  • Incorporate new approved modernization standards at Army dining facility locations under the Army Modernization Plan.
  • Ensure enterprise efficiencies driven nutritional/regional items remain current with diner demands, and when required, adjust costs to stock G-stores/kiosks.
  • Routinely update and maintain enterprise driven recipe and pricing requirements in support of A La Carte feeding.
  • Analyze branding and feeding concepts supporting the installation food program from unit to installation level.
  • When required, adjust the marketing strategy for dining facilities/G-stores/kiosks.
  • Coordinate and monitor catalog requirements to support the G-stores/kiosks.
  • Monitor staffing standards and training to operate the G-stores/kiosks.
  • Recommend improvements to the development and implementation of the Army Food Program and updates to policy.


  • Candidate must have an advanced degree with 8 years of experience, a bachelor’s degree with 10 years of experience, or no degree with 15 years of experience with complex logistics projects.
  • Possess excellent written, oral, and interpersonal skills. Ability to work autonomously and high standards for personal performance. Strong organizational skills and adaptable to flexible work styles, environments, and locations.
  • Working knowledge of Army policy and doctrine governing food service operations desired.
  • Prior experience with Army Food Management Information System (AFMIS) and Subsistence Total Order Receipt Electronic System (STORES) desired.
  • Prior experience working at Army Staff or ACOM level of support desired.
  • Prior marketing experience or related industry desired.
  • Proficiency with Microsoft Office suite of tools (Excel, Access, Word and PowerPoint).
  • Frequent travel required (1-2 per month for several days).
