LMI is seeking a Junior Financial Analyst for information and technology programs to support our client, the Department of Veterans Affairs Office of Information & Technology, located in Washington, DC.  This is a dynamic and fast-paced environment.  The Analyst will use their background in financial analysis and planning to assist in the development of fiscal guidance and implementation of a multi-year resource management plan for Department of Veterans Affairs information and technology programs. In this capacity, the Analyst will support database management with an eye to looking for improvements and to support daily reporting, identify data sources, assess data, and work with personnel in performing strategic fiscal planning, program analysis and budget formulation/execution tasks. This position is full-time, benefits eligible, and based at the client site in Washington, DC.  Limited travel may be required.


  • Support client’s multi-year financial planning and programming process leading to development of a 5-year resource management plan.
  • Facilitate linkages among client organization’s strategic planning, program development, and budget formulation processes.
  • Identify and collect data sources, perform data analysis using data pulls from client systems (may be multiple sources), using Excel.
  • Assist client with programmatic analysis and evaluation of major programs and activities across the client’s organization.
  • Support client development of plans and programs that satisfy client strategy and mission demands within resource constraints.
  • Conduct process analysis of financial planning, programming and budgeting activities and develop recommendations for process improvement as needed.
  • Assist with client presentations to senior leadership with recommendations for program capability and resource trade-offs, to include options and associated risks.
  • Collaborate in team-oriented environment, communicate complex analyses verbally and in writing, develop innovative approaches to solving technical challenges, and manage tasks related to government resources and acquisition.
  • Able to manage multiple tasks, and competing priorities to assess ad hoc requests as well as perform regular taskings.
  • Communicate comfortably with stakeholders through oral presentations, written publications, and briefs.
  • Support development of client financial reports. Writing and presentation of results and analysis to client management.
  • Provide support responding quickly via email, communicate with individuals on the documents they have produced.
  • Experience collecting data and analysis techniques to prepare and present financial information.


  • Bachelor’s degree in finance, economics, accounting, computer science or related field.
  • 1+ years of experience working with fiscal management of government programs and/or Federal resource management (may substitute Graduate degree and internships in replace of experience).
  • Strong problem solving and analytical skills.
  • Experience designing research approaches and analyzing specific data.
  • Ability to synthesize (vision, flexibility) large amounts of data.
  • Possess advanced Microsoft office skills (i.e. Excel macros or strong knowledge of Excel capabilities, pivot tables and V-lookup).
  • Experience building tools within Excel (with the use of macros, functions or VBA).
  • Applicants selected for this position will be subject to a comprehensive government background investigation and must meet eligibility requirements for access to sensitive information. The background investigation includes financial, criminal, educational, and employment verifications.
  • Ability to create and produce Project plans starting aligned to end-state deliverables and timelines, considering inputs from others as potential dependencies or constraints.
  • Ability to analyze qualitative data with quantitative data in mind.
  • Experience with Data visualization.
  • Ability to quickly assess and adapt to changing priorities.
  • Ability to write/present to management effectively and professionally.
  • Ability to work well teammates, clients and contractors at a contractor site.



  • Planning, Programming, Budgeting, and Execution (PPBE) System experience with regard to financial planning, programming, or general fiscal administration preferred.
  • Government fiscal resource management experience.
  • 2 years of government consulting experience highly desirable.
  • Knowledge of, and ability to apply, financial concepts to budgeting.
