Overview

The applicant for this position serves as a Financial Analyst supporting the Budget Submitting Office (BSO) assigned to the Navy Supply Systems Command (NAVSUP) located in Mechanicsburg, PA. Interim or Active DOD clearance required.

This position is responsible for supporting audit readiness by:

  • Reviewing audit findings and problem areas
  • Financial data and document collection for proof of remediation
  • Identifying causes for errors and inconsistencies, that will help the government in improving its financial operations and reporting

Responsibilities

  • Apply appropriate levels of knowledge (increasingly expert) of data collection and analysis methods to prepare detailed financial support/evidence
  • Apply appropriate levels of knowledge (increasingly expert) of Laws, regulations and related Federal financial management guidance (i.e., Chief Financial Officers Act, OMB Circulars, and FSIO Core Financial System Requirements, etc.)
  • Be able to engage directly and professionally with leadership, communicate clearly in speaking and briefs.
  • Contribute to the formulation of internal procedures to address gaps, or problem areas and build standardization/consistent practices that can be auditable.
  • Apply appropriate levels of expertise (increasingly expert) in performing business process assessments, and developing solutions for improvements -- may develop detailed financial process or data flows
  • Demonstrate appropriate levels of knowledge (increasingly expert) of financial statements and impact to financial statements (Balance Sheet, Statement of Net Cost, Statement of Change in Net Position, Statement of Budgetary Resources)
  • Demonstrate appropriate levels of knowledge (increasingly expert) of Treasury US Standard General Ledger chart of accounts and key required financial reports (224, GTAS reporting)
  • Apply appropriate levels of knowledge (increasingly expert) of accounting standards published by the Federal Accounting Standards Advisory Board for impact to reporting
  • Apply appropriate levels of knowledge (increasingly expert) in understanding and assessing internal controls, and developing documentation and solutions for remediation.

Qualifications

 

  • Bachelor’s Degree in any financial related field (Business, Finance, Accounting or Economics  desired)
  • Junior level 1+ years of relevant work experience in financial management
  • Mid-level 3-5 years of relevant work experience in financial management
  • Applies appropriate levels of knowledge of data collection and analysis methods to prepare detailed financial information
  • Demonstrates appropriate levels of knowledge of financial statements (Balance Sheet, Statement of Net Cost, Statement of Change in Net Position, Statement of Budgetary Resources, and Statement of Custodial Activity)
  • DoD Secret Clearance

 

Beneficial Qualifications:

  • Financial related certificate preferred - CGFM, CDFM CPA, CISA (or other audit related certification)
  • Understanding of Department of the Navy (DoN) financial systems, and data flows, the Navy system of record (ERP), policies and procedures
  • Knowledge of Department of Defense and DoN organization, information systems, and processes
