Overview

LMI is seeking a Data / BI Engineer at the Level IV level to deliver trustworthy reporting and analytical infrastructure for Department of Veterans Affairs (VA) Agile and Atlassian modernization initiatives. This role combines data engineering, SQL and Python development, Power BI semantic modeling, and stakeholder collaboration to turn disconnected operational sources into decision-ready performance information.

The Data / BI Engineer will build and sustain pipelines that combine approved Jira, portfolio, training, survey, and related data; define and validate metric calculations; and develop Power BI models and dashboards for operational and executive audiences. The engineer will work with analysts and platform administrators to ensure that adoption, maturity, completion, and delivery measures remain consistent as teams and configurations change.

This is not a dashboard-only role. The engineer must design for data lineage, refresh reliability, security, performance, and explainable calculations while ensuring that reports answer meaningful business questions. The ideal candidate blends strong technical execution with careful quality assurance and the ability to translate ambiguous metrics requests into durable data products.

LMI is a new breed of digital solutions provider dedicated to accelerating government impact with innovation and speed. Investing in technology and prototypes ahead of need, LMI brings commercial-grade platforms and mission-ready AI to federal agencies at commercial speed.

Responsibilities

  • Design, build, and maintain ingestion and transformation pipelines for Jira Commercial Cloud, Jira Align where available, LMS, surveys, and approved enterprise data sources.
  • Use SQL and Python to clean, reconcile, combine, validate, and document multi-source datasets.
  • Develop Power BI semantic models, DAX calculations, governed KPI definitions, refresh processes, and leadership dashboards.
  • Create reporting on Agile maturity, training completion, Jira adoption, onboarding waves, and portfolio progress.
  • Implement access controls, quality monitoring, lineage documentation, error handling, and report performance optimization.
  • Collaborate with business analysts, administrators, and governance stakeholders on metric definitions and dashboard validation.
  • Support recurring reporting, dashboard enhancements, and operational handover.
  • Design ingestion, staging, transformation, and refresh processes that integrate approved REST API extracts and structured enterprise data sources.
  • Establish resilient SQL/Python transformation routines, quality tests, exception handling, provenance records, and scheduled refresh monitoring.
  • Create semantic models, DAX measures, dimensional relationships, accessible visuals, and reporting controls tailored to leaders and practitioners.
  • Define and document KPI logic for training completion, Jira adoption, team readiness, maturity change, and implementation progress, with appropriate cohort denominators.
  • Optimize report refresh and query performance, support role-based access, investigate discrepancies, and transfer runbooks and model documentation to sustainment teams.

Qualifications

Required:

  • Bachelor's degree in computer science, engineering, data engineering, data science, information systems, or a related technical field. Four additional years of relevant experience may substitute for a Bachelor's.
  • 5+ years of data engineering, BI engineering, analytics engineering, or comparable experience.
  • Strong SQL and Python proficiency and experience building production data pipelines.
  • Advanced Power BI skills including DAX, modeling, transformation, and dashboard publication.
  • Experience with data validation, privacy-aware access controls, and stakeholder KPI requirements.
  • Ability to obtain and maintain a favorable Public Trust determination and satisfy applicable federal personnel vetting, security, privacy, accessibility, and data-handling requirements.
  • Microsoft Power BI Data Analyst (PL-300) or Fabric Data Engineer (DP-700) certification; previously issued Azure Data Engineer (DP-203) credentials are also accepted.
  • Experience implementing governed Power BI datasets or semantic models, with well-documented calculations and controlled refresh or publication processes.
  • Ability to validate data with business owners, explain uncertainty and gaps, and troubleshoot source-to-report differences.

Desired:

  • Prior experience supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or federal health programs is highly desirable.
  • Jira and Atlassian APIs, Azure data services, and enterprise portfolio reporting.
  • Experience joining survey, LMS, HR, and software delivery data.
  • Experience with Azure data services, cloud API pagination, monitoring, and reusable enterprise dashboard design patterns.
  • A master's degree in data engineering, computer science, applied statistics, data science, or analytics is highly desirable.
  • Additional certifications such as Microsoft Fabric Analytics Engineer Associate (DP-600) or Azure Database Administrator Associate (DP-300) are desirable.
