Business Development


This position is responsible for assisting the Senior Vice President for Business Development in business planning, operational goal setting, and ongoing performance assessment and integration. The Business Operations CoE Lead is also responsible for continuous review and improvement of processes with the objective of increasing effectiveness and efficiency of the business development function. In addition this position assists the SVP and assigned BD leadership in carrying out both the strategic and day to day administrative activities associated with BD.


Planning -

Includes establishing relevant and achievable metrics for the business development function, such as funding, proposal win rate, number of new clients and weighted value of the LMI pipeline. Planning also involves developing contingency plans. Assists the Senior Vice President and the BD team in developing the current year and future year business plans including developing appropriate projections for key metrics. Meets with other unit business managers, the corporate CFO and VP of Contracts and others on a regular basis to coordinate activities and develop solutions for issues affecting LMI’s business. Assists with corporate planning, budgeting, strategic assessments, and developing revenue projections.


Performance Measures - Works with the BD leadership team to develop performance measures for BD operations. Refines existing measures as needed. Monitors and reports on performance against metrics on a regular and periodic basis. Analyzes business performance results with Senior with Vice-President. Uses business metrics to predict and forecast future performance and/or anticipated end of plan year performance. Provides relevant information BD performance to other officers when requested.


Liaison Activities -  Serves as liaison for BD with Service Delivery (all Divisions), Strategic Growth (M&A, International, and LRI) and Enterprise Services (Accounting, Contracting, Human Resources, Administration, Legal and Enterprise Technology Services). Serves on company-wide task forces or standing committees as the unit representative.    Assists the BD leadership team in assessing staffing and resourcing needs on an ongoing basis. Works with each lead to allocate personnel to ongoing and ad hoc tasks as needed.  Coordinates input from the BD leadership team and others as necessary, for items such as the annual report, program reviews, and briefings to the trustees.


Program Development - Assists SVP and BD market, capability and capture CoE leads for the following business development activities on an ad hoc basis:


  • Lead BD infrastructure development areas from conceptual design to implementation and communication
  • Assists in the development of addressable market analysis for LMI capabilities and industries;
  • Review of market data and specific opportunities in order to develop business case for pursuit and detailed capture plans.
  • Assists with bid/no bid decisions, including serving to liaise with Divisions on capture teams.
  • Assist with opportunity review and analysis


Day-to-day Operations - Reviews and approves travel vouchers, purchase orders, and software purchases that are within delegated limits. Approves timesheets for direct reports and as backup for SVP and COE leads is unavailable. Facilitates the flow of information within the BD organization and across other LMI organizational entities. Develops and maintains models to record and analyze the BD function across LMI.  Monitors budget and spend of BD funds. Serves as point of contact for groups within unit to raise issues and implement solutions. Facilitates intra-team communications. Develops innovative approaches for BD processes and operations.


Special Projects - Researches and prepares analyses of specific problems in team or company operations as requested by senior vice-president. Researches and prepares materials for responding to questions from Board of Trustees. Performs research and other tasks as assigned by the Senior Vice-President. Develop innovative approaches for BD process and operations across the company.  Develop reports and assists in executive level discussions with Senior Leadership Team.


Internal/External Relationships - Reports directly to SVP for BD. Frequently works with other LMI officers, business managers, and staff to perform duties. May have contact with clients, trade associations, and other outside organizations.



Manages, supervises and coordinates staff aligned to the BD Operation CoE including administrative assistance.



    • Bachelors degree in business, economics, marketing or one of the key functional disciplines relevant to LMI’s overall work program. Advanced degree preferred.
    • 15 years experience in one of LMI’s key program work areas. Equivalent experience and technical training may be considered when applicable.
    • Experience and understanding of the full business development lifecycle and supporting best practices and operational tools, including pipeline and customer relationship management tools.
    • Knowledge of business, financial, and economic concepts required with strong analytical skills.
    • Knowledge of LMI capabilities and markets.
    • Strong time management and organizational skills. Must be self-directed and detail oriented. Must be able to work on multiple projects concurrently and to coordinate work with other units and other departments within LMI.
    • Excellent written and verbal communication skills including the ability to write and deliver reports, presentations, proposals, position papers, and memoranda.
    • Proficiency in Windows and MS Office software required. Ability to leverage internet for research and social networking required.
    • Ability to contribute to a professional work environment by demonstrating integrity, promoting teamwork, and fostering positive communication.
    • Ability to think strategically and act tactically.
    • Ability to maintain confidentiality in business matters.
    • Ability to adapt to changing business work efforts and manage shifting priorities. Maintains positive attitude throughout with a focus on what is best for LMI.

    • Must be able to maintain regular attendance.
    • Must be able and willing to obtain a security clearance.
