Overview

The work required by the Cost Analysis and Program Assessment Task Area of the Comprehensive Financial Service Support (CFSS) supports the client by performing budget execution analysis (comparing budgeted numbers to execution numbers), providing USTRANSCOM customers with timely and accurate cost estimates for their transportation requirements, developing USTRANSCOM billing rates, and answering ad hoc requests. We help the client in each one of these areas by automating where possible and then using our consulting skills to offer business insights.

Responsibilities

PERFORMANCE CHARACTERISTICS: Must be able to work independently on potentially multiple projects with some guidance and oversight by the task lead.  Must be able to follow technical procedures and produce repeatable outcomes and products, as well as an ability to create new, repeatable procedures in the delivery of products and analysis that at times may have somewhat ambiguous outcomes. This position is great for a candidate looking to improve their technical skills in data analysis using tools such MS Excel, MS Access, R Studio, and SQL.

SKILLS:

Must possess at least intermediate skills and abilities in the following applications and areas:

  • Microsoft Excel (e.g.: VLOOKUPS, pivot tables, conditional formatting, subtotals, and graphs)
  • Statistical analysis (mean/median/mode, deviations, probability distributions, and regression analysis)
  • Problem solving ability which will be evidenced by interview and resume

Basic skills in the following also a plus:

  • Structured Query Language (SQL) for raw data collection from various government proprietary databases
  • R software for statistical computing and graphics
  • Other applications in the Microsoft Suite (e.g., Powerpoint, Word, Access)

Qualifications

EDUCATION: Minimum requirements apply with regard to level of education (and work experience substitutions), as specified in the subcontract SOW and target labor category and rate.  Ideally, the candidate should have an undergraduate degree in Business or a quantitative field such as Mathematics, Operations Research, or Computer Science.  Other related academic fields would be considered.

EXPERIENCE: DoD work experience is a plus.  Experience working in a logistics field (ideally, transportation) is also a plus.  However, a candidate with significant technical skills and limited work experience will be considered.
