    The Strategic Communications Specialist works onsite at U.S. Customs and Border Protection (CBP) to provide strategic communication services that assist CBP to convey, promote, and disseminate information to stakeholders related to ongoing and future human resources (HR) initiatives, to include recruiting and hiring initiatives.

    Responsibilities

    • Provide communications services that assist CBP to convey, promote, and disseminate information to HR stakeholders related to ongoing and future hiring initiatives.
    • Collaborate with CBP HR and its stakeholders to produce communications products and plans.
    • Provide communication support that shall assist CBP with managing enterprise-level internal and external communications channels, products, and partnerships for HR.
    • Convey, promote, and disseminate various materials related to the organization's priorities and initiatives.
    • Develop a wide variety of written materials (e.g., forms, procedures, brochures, pamphlets, white papers, memoranda, etc.) for the purpose of documenting standard operating procedures, policies, and/or conveying information.
    • Lead the development and production of reports, articles, presentations, scripts, talking points, testimony, web content, new (social) media content, and press releases in a clear and concise fashion to technical and non-technical audiences.
    • Manage and update projects, including events, as necessary.
    • Work independently and collaboratively with contractor staff to plan, manage, and implement activities in the following areas: research and evaluation, meeting design and coordination, communications activities, serving as the liaison and contractor representative at meetings, and establishing and maintaining partnerships with CBP's HR objectives.

    Qualifications

    • Bachelor’s degree with at least 10 years of experience or master’s degree with 7 years of experience, including specialized experience in federal HR
    • Significant expertise in communications principles, methods, practices, and techniques, including skill in presenting ideas in speech and in written form to inform and persuade audiences at all levels of the organization
    • Experience designing, developing, and delivering strategic communications through a variety of media, including print and digital
    • Experience developing and implementing strategic communications plans for complex federal organizations
    • Proficiency with the use of Microsoft Office products including Word, Excel, PowerPoint, Access, Outlook, Project, Visio, etc.
    • Experience with CBP preferred
    • Active CBP single-scope background investigation (SSBI) is strongly preferred. Ability to obtain a suitability determination through the CBP SSBI process is required.
