  • Overview

    Position is on the staff of a not-for-profit government consulting firm located in McLean, VA. The consultant will work on-site at the Pentagon supporting the Army G-4’s Supply Directorate (G-44(S)) in the Clothing and Individual Equipment (CIE) Branch. The consultant will be responsible for end-to-end support of the Army’s Class II (CIE) program with a focus on defending requirements for Military Personnel Army (MPA) appropriation through the Planning, Programming, Budgeting, and Execution (PPBE) process. The consultant will also assist with formulating plans, policies, procedures and cost estimates for Army OCIE modernization efforts. Position requires a DoD Secret Clearance.

     

    Responsibilities

     

    • Develop requirements for enlisted clothing bag and defend requirements for MPA appropriation through the PPBES, POM and PEG processes.
    • Formulate plans and policies for the management and funding of Clothing Bag and Organizational Clothing and Individual Equipment (OCIE).
    • Provide OCIE input to AR 700-84, AR 32-5, AR 710-2, (OCIE Chapter), and AR 670-1.
    • Coordinate with PM, Soldier Equipment for concept approval and type classification of personal clothing items and Class II secondary item requirements included in the Common Table of Allowance 50-900.
    • Assist in the execution of the Army Uniform Board (AUB) to resolve issues regarding changes and additions to the clothing bag, mess, dress, service, and optional purchase uniform items and making recommendations to the Chief of Staff, Army (CSA) for decision.
    • Assist with plans and policies for the management of Clothing Initial Issue Points, and Central Issue Facilities. Coordinate with DoD, other Services, Federal and Civilian agencies, Major Commands, and Reserve Components. Serve as a functional proponent for AAFES operation of Army Military Clothing Sales Stores.
    • Provide functional input to the OCIE Decision Support Tool and Installation Support Module Central Issue Facility (ISM CIF) Configuration Control Boards in order to make OCIE management more efficient across the Army.
    • Interface with Army Commands, Army Service Component Commands, and Direct Reporting Units to resolve issues that arise with the OCIE Central Management Office.
    • Coordinate with AMC, ASC, TACOM, TRADOC and Major Commands to implement an OCIE modernization effort transitioning from brick and mortar Soldier equipping to a web-based ordering and delivery system.
    • Prepare courses of action and cost estimates for the Army to transition from Universal Camouflage Pattern (UCP) to Operational Camouflage Pattern (OCP).

    Qualifications

    • A current ACTIVE DoD Secret Clearance is required.
    • Advanced degree with 10 years of experience, a bachelor’s degree with 12 years of experience, or no degree with 16 years of experience with large, technically complex logistics projects.
    • Strong written, oral, and interpersonal skills. Ability to work autonomously and high standards for personal performance. Strong organizational skills, detail oriented, and adaptable to flexible work styles, environments, and locations.
    • Ability to coordinate and build consensus among a wide cross-section of stakeholders. Comfortable briefing General Officers, Senior Executives, and Command Sergeants Major.
    • Experience with PPBE process, programming, and execution to support senior Army decision-making.
    • Knowledge of Army policies and procedures governing CIE desired.
    • Knowledge of the ISM CIF desired.
    • Prior experience working on the Army Staff or ACOM-level of support desired.
    • Proficiency with Microsoft Office suite of tools (Excel, Access, Word and PowerPoint).
    • Occasional travel required
