  • Overview

    This position is on the consulting staff of a government consulting firm headquartered in Tysons, VA.   The position would be in direct support of Program Executive Office (PEO) Enterprise Information Systems (EIS) Strategic Initiatives Group (SIG). Work location is on-site at Fort Belvoir, Virginia.

    Responsibilities

    Serves as an Acquisition Specialist supporting the Government PM on all aspects of strategic planning, from the portfolio-level to the project-level, acquisition planning, investment planning, contract planning, cost estimating, budget execution and stakeholder management. Uses tracking tools to measure progress and benefits; measures and reports on budget plans and modifies them according to expectations. Provides program management support, to include schedule management, budget formulation, contract management, and risk management. Assist in program budget preparation, obtaining funding approval and authorization, developing annual operating program budgets, performing financial analysis, reporting. Ensures that budget estimates are in compliance with policies, guidance and limitations established by Congress, OMS Operation and Maintenance System, OSD, HQDA Headquarters Department of Army and PEO HQs Program Executive Office Headquarters. Assist in the performance of budget analysis and reporting functions such as the formulation, execution, justification and review of program budgets in accordance with DoDI 5000.02 and DoDI 5000.75 requirements.

     

    ESSENTIAL FUNCTIONS:

    ·         Assist in the preparation of project/program cost estimates and execution of budgets

    ·         Develop and executes plans and policy.

    ·         Determine requirements and needs.

    ·         Investigate and resolves problems.

    ·         Provide support to processes and systems.

    ·         Perform research, designs and determines solutions and prepares recommendations; evaluates performance, reliability and other relevant factors; integrates and coordinates several activities.

    • Performs other duties as assigned

    Qualifications

    Education: Bachelor’s degree; Master's preferred.

     

    Experience: Understanding of information technology, logistics, and project management. Demonstrated leadership abilities, formal education, and/or extensive experience with major software implementations. Demonstrated skills in written and oral communications. Must be able to manage multiple projects/priorities concurrently. Proficient in cost estimating tools such as: ACEIT, Excel, QSM SliM.

     

    Certifications: ScrumMaster and PMP preferred.

     

    Clearance: Must have a fully adjudicated SECRET clearance at contract award.
