    For a proposal LMI is seeking senior, mid-level, and junior contract specialists to support a federal program management office (PMO) charged with planning, acquiring, and managing the operation of technology and capabilities to keep our borders safe and facilitate travel and trade.  We are seeking energetic self-starters who are focused on practical and efficient solutions delivered by a multi-dimensional collaborative team.  These individuals will provide full-time support to the client’s program management office, located in Northern Virginia.

    Responsibilities

    These individuals will provide contract support to program and project managers regarding contractual issues involving scope, compliance, modifications, and alternative contract solutions. These individuals will help plan for, acquire, and monitor technology and systems.

    Specific responsibilities may include:

    • Develop and update contract management plans and other artifacts required by DHS MD 102-02 and the systems engineering life cycle (SELC)
    • Manage and support the acquisition process from requirements definition through contract closeout
    • Conduct market research including developing RFIs and reviewing responses and industry outreach
    • Perform pre-acquisition activities including assisting in requirements definition
    • Support development and management of Program Acquisition Plans, Consolidated Acquisition Plan Supplements, Source Selection Plans, Test Evaluation Plans, and Operational Analysis documents, as well as post deployment monitoring against baseline readiness standards.
    • Develop Federal acquisition documentation including Request for Proposal (RFP) packages based on Statements of Work (SOW), Performance Work Statements (PWS), or Statements of Objectives (SOO), and related RFP sections including instructions to offerors and evaluation criteria
    • Develop solicitations using Other Transaction Authority (OTA) and guide execution
    • Provide quality control support for and detailed analysis of acquisition, deployment, and sustainment requirements
    • Develop white papers, decision memos, policy documents, and other artifacts to support acquisition, deployment, program management and property management.

    Qualifications

    • Highly Preferred: Active U.S. Customs and Border Protection (CBP) BI
    • Senior Contract Specialist: 10+ years’ experience and a MS degree in a related discipline
      • Experience supporting multi-functional technical engineering support services teams for large, complex programs
      • Experience with DHS MD 102 and contract support for complex system acquisitions
      • Certification in acquisition management from a recognized credentialing agency (e.g., DAWIA Level III Contracting certification, Certified Professional Contract Manager (CPCM) or National Contract Management Association (NCMA) Certified Professional Contract Manager (CPCM))
    • Mid-Level Contract Specialist:
      • 3-10 years’ experience and a BS or MS degree in a related discipline
      • Knowledge of or experience with DHS MD 102
      • Experience supporting complex systems acquisitions preferred
    • Junior Contract Specialist: 0-3 years’ experience and a BS degree in a related discipline
    • Experience in Federal acquisition, including preparing pre-acquisition, RFP, and source selection documents
    • Working knowledge of Federal Acquisition Regulation (FAR) and Department of Homeland Security Acquisition Regulation (HSAR)
    • Proficient in Microsoft Office tools: Word, Excel, Outlook and PowerPoint, SharePoint
    • Ability to communicate clearly with a wide variety of stakeholders
    • Ability to effectively problem solve
    • Possess strong communication skills, both oral and written
    • Possess strong organizational skills
