    Position is on the staff of a private, not-for-profit consulting firm located in Tysons, VA and provides technical and analytical expertise within a broad spectrum of IT information management, independent verification and validation (IV&V), project management, capital planning and investment control (CPIC), budget management, and contract management work experience. Work will be onsite at a Federal agency in the Washington, DC area. Current U.S. Government security clearance required, or the ability to obtain a security clearance.


    This position will provide program management CPIC support for the Non-Intrusive Inspection Program at U.S. Customs and Border Protection. It will require supporting the government Program Manager and working with the CBP CPIC Investment Management and Budget Team (IMBT). 


    Key responsibilities include:


    • Support activities including monthly and annual OMB reporting for a large IT program with an annual multi-million dollar budget.
    • Perform IV&V of monthly financial reporting.
    • Provide contract management support, tracking all contract actions, including accessing public databases for researching and reporting history of contracts.
    • Implement DHS, CBP and OMB IT investment CPIC policies, procedures, and guidance.
    • Review and assess major IT investments for compliance with CPIC policy, procedures, and guidance.
    • Prepare, review, and score OMB Business Cases (formerly Exhibit 53 and 300).
    • Plan and implement large IT CPIC programs; implement or optimize a portfolio management and capital planning program.
    • Assess impact of annual OMB policy and requirement changes on agency CPIC process, workflow, and tools.
    • Manage investments and report monthly in the department’s IT portfolio management tool – INVEST.
    • Incorporate earned value management models to assess project status and forecast funding for future year procurements.
    • Develop, implement, and assess earned value management system compliance for large IT programs and systems for Federal agencies.
    • Monitor investment performance and update program performance metrics.
    • Provide technology analysis, advice, and implementation solutions to help government agencies maximize IT investments.
    • Write and present briefings on results to clients and other stakeholders at varying levels. Prepare management reports and analysis as required.
    • Work with multiple stakeholders to solve critical resource shortfalls.
    • Monitor large scale contracts with multiple funding sources.



    • Bachelor’s degree in Information Systems, Finance, Accounting or related fields.
    • 2-6 years of work experience supporting and managing budget planning and formulation activities.
    • 2-6 years of work experience with an emphasis on Federal Department-level IT portfolio management, information technology investment management, and information technology system development life cycle.
    • 2-6 years of work experience supporting all phases of the CPIC life cycle (Select, Control, and Evaluate), OMB business case (formerly Exhibit 53 and 300) development. This position requires experience at the Department-level and knowledge of federal CPIC guidelines/practices (including Work Breakdown Structure (WBS), baseline change requests, contract strategy, project execution, operational analyses, operational performance, and risk management).
    • Experience in earned value management. Should be able to assess an EVMS’s compliance with the ANSI 748 standard, establish an ANSI 748 compliant earned value management system (EVMS), perform monthly project-level earned value reporting, and perform monthly integrated program-level earned value reporting.
    • Strong knowledge of federal IT regulations and requirements such as Federal Information Technology Acquisition Reform Act (FITARA), Clinger-Cohen Act, OMB Information Technology circulars, Federal Enterprise Architecture, and federal acquisition regulations.
    • Experience using a CPIC portfolio management tool (i.e. iMatrix, eCPIC or INVEST).
    • Should be comfortable managing or supporting project teams in a client/consultant environment.
    • Superior oral and written communications skills.
    • Experience developing presentations for senior client staff and managers.
    • Expert-level Microsoft Excel and Project skills.
    • Strong problem solving and analytical skills; must be self-directed and detail oriented.
    • Ability to work independently and as part of a team. 

    Preferred skills/experience:

    • Bachelor’s degree in Information Systems, Finance, Budgeting, Government Accounting or related fields.
    • DHS/CBP CPIC experience is a plus.
    • PMP certification is a plus.



    Applicants selected for this position will undergo a rigorous background investigation. LMI will only consider applicants with at least a secret security clearance or the ability to obtain a security clearance. A favorably adjudicated active CBP Background Investigation is preferred.
