    LMI, a government consulting firm, is seeking an experienced budget analysts to join our growing business supporting the United States Marines Corps. All candidates must have strong communication and teamwork skills and a desire to assist in evolving USMC headquarters capabilities and management. Experience in budget and financial analysis and management, in the Department of Defense IT environment is preferred. This position is remotely-based in the Washington DC area.

    Responsibilities

    • Support the Program Objective Memorandum (POM) Process
    • Support presentation of MCICOM Installation Information Transport and Services (IIT&S) requirements before the Installations Program Evaluation Board (INSPEB) for consideration for inclusion in the Marine Corps POM
    • Analysis of organizational IT Requirements
    • Develop and implement MCICOM IT Program Objective Memorandum (POM) Guidance and related Letter of Instruction (LOI) in accordance with overarching POM guidance
    • Facilitate, review, and validate regional IT/Telecommunications requirements and POM submissions
    • Analyze actual spending data from Standard Accounting Budgeting Reporting System (SABRS)
    • Provide input to and understanding of Programming and Budgeting Information System – Information Technology (PBIS-IT)
    • Develop, monitor, and refine IT Directorate Planning, Programming, Budgeting and Execution (PPBE) process
    • Manage IT Current Year Deficiency (CYD) process
    • Conduct daily analyses to identify and recommend actions on items that enable MCICOM leadership to clarify funding relationships between Program Elements, MCPCs, and the entire funding process and contribute to audit readiness
    • Conduct IT spend plan, cost, and budget analysis

    Qualifications

    Qualifications:

    • Education
      • BA/BS with 5-7 years relevant experience;
      • MS with 3-5 years relevant experience; or
      • PhD with 0-2 years relevant experience
    • Relevant experience in the United States Marines Corps and/or Department of Defense POM and/or financial management processes
    • Proficiency with the Microsoft Office Suite (i.e., Word, PowerPoint, Excel, Project)
    • U.S. Citizenship

     

    Preferred Qualifications

    • Relevant experience in the Marines Corps Installations Command (MCICOM) or other USMC headquarters organizations
    • Certified Government Financial Manager (CGFM) or equivalent
    • Experience in the IT/telecommunications budget environment

     

    Security Clearance:

    • Active Secret Clearance or ability to obtain clearance
