    LMI seeks a senior investment management expert to provide capital planning and investment control (CPIC) support to a federal program management office in Northern Virginia. Join our team of collaborative self-starters focused on delivering practical and efficient solutions to help our client keep U.S. borders safe and facilitate travel and trade. As part of our high-performing team, you will augment our vital work to provide “eyes and ears” technology to protect our nation.


    You will provide investment management support for the client’s portfolio of communications, sensor, and surveillance systems and the infrastructure that supports them. You will also help the client document the status of their projects by using a disciplined decision-making process that follows DHS and CBP guidance. Representative responsibilities:

    • Analyze and review the investment portfolio through all phases of the investment management process
    • Consolidate documentation, guide the client in CPIC discussions, and recommend ways to strengthen the business cases
    • Train and guide others in preparing business cases, INVEST updates and other CPIC duties
    • Identify risks or problems likely to result from updates to the Federal IT Dashboard
    • Coordinate drafting of the OMB Business Case submission with project teams


    • Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation preferred. Please note that only U.S. citizens are eligible for a suitability determination.
    • Previous work with CBP’s Integrated Fixed Tower (IFT), Remove Video Surveillance Systems (RVSS), Mobile and Agent-Centric Systems (MACS), and/or Field Surveillance Services (FSS) portfolios is a plus.
    • 10+ years of experience and a Master’s degree in business, management, finance, or a related field; or 12+ years and a Bachelor’s degree.
    • Knowledge of technology business management (TBM) principles and application.
    • Experience in CPIC or with preparing or analyzing major acquisition program status reports and populating OMB Business Case (formerly OMB Exhibit 300) and IT Portfolio (formerly OMB Exhibit 53).
    • Experience working with INVEST and SAP.
    • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
    • Ability to communicate clearly with a variety of stakeholders.
    • Ability to effectively solve problems.
    • Strong communication skills, both oral and written.
    • A true team player who maintains a positive attitude in a dynamic environment.
