    LMI seeks a senior acquisition specialist to support a federal program management office in Northern Virginia. Join our team of collaborative self-starters focused on delivering practical and efficient solutions to help our client keep U.S. borders safe and facilitate travel and trade. As part of our high-performing team, you will augment our vital work to provide “eyes and ears” technology to protect our nation.

    Responsibilities

    You will develop a strategic integrated acquisition plan across all of our client’s portfolios, building on each portfolio’s strategic plan. This entails facilitating strategic planning sessions to identify goals and priorities and developing an integrated master acquisition plan, and then updating it annually or when the client adds a new portfolio. Each portfolio is made up of multiple projects for the acquisition and sustainment of communication, sensor, and surveillance systems and the infrastructure that supports them. The projects are large and complex, and follow the DHS acquisition life cycle framework (ALF) and system engineering life cycle (SELC) laid out in DHS MD 102. Representative responsibilities:

    • Facilitate client leadership as they identify strategic goals and objectives
    • Integrate technical, business, and management requirements to establish a strategic acquisition roadmap designed for multiyear acquisition planning across portfolios
    • Identify outcome-based acquisition approaches designed to meet mission needs (such as active strategic sourcing, use of other transaction authority (OTA), and non-traditional suppliers)
    • Guide team members in applying agile acquisition approaches to individual portfolio and project acquisition plans

    Qualifications

    • Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation preferred. Please note that only U.S. citizens are eligible for a suitability determination.
    • Previous work with CBP’s Integrated Fixed Tower (IFT), Remove Video Surveillance Systems (RVSS), Mobile and Agent-Centric Systems (MACS), and/or Field Surveillance Services (FSS) portfolios is a plus.
    • 10+ years’ experience and a Master’s degree in business, management, finance, or a related discipline; or 12+ years and a Bachelor’s degree.
    • Experience with facilitating senior-level strategic planning, collaboration and decision-making.
    • Experience with DHS MD 102 and acquisition support for complex system acquisitions.
    • Certification in acquisition management such as DAWIA or project management such as Project Management Professional (PMP) is desirable.
    • Experience with communication, sensor, and surveillance systems is desirable. Examples include wide-band, broadband, and narrowband communications networks, air-to-ground communications, day and night cameras, radar, electro-optical / infrared sensors, laser range finders, and video ground sensors.
    • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
    • Ability to communicate clearly with a variety of stakeholders.
    • Ability to effectively solve problems.
    • Strong communication skills, both oral and written.
    • A true team player who maintains a positive attitude in a dynamic environment.
