  • Overview

    Position is on the research staff of LMI, a private, not-for-profit management consulting organization located in McLean, VA that provides solutions to the federal government. The position will be located in the Washington, DC area.


    This position will estimate costs of the client’s portfolio of construction projects. It will include providing support to the customer’s project execution programs, and manage and maintain an annual project budget worth over $5,000,000 per year.  Develop all programming, budget, and execution documentation that supports major construction efforts culminating in Military Construction (MILCON) projects. These costs will be used in the contract award process as budgetary cycle inputs to support investment decisions and as elements of other program products and requirements to provide cost information to Congress, OMB, and other stakeholders.


    Develop and update life cycle cost evaluations (LCCEs) and independent government cost estimates (IGCEs) for the client’s programs and projects, as well as ad hoc estimates

    Participate in the review and reconciliation of estimates developed by other contractors

    Present results of estimates in a variety of formats such as verbal presentations, narrative reports, and briefings charts

    Prepare presentations to justify proposed project cost estimates to senior management, and identify and analyze alternatives leading to recommended courses of action that satisfy facility project cost requirements.


    Provide clear and concise reports detailing methodology used, options considered, and recommended ways forward. 

    Develop and maintain all cost data collected from relevant projects (past, current, future) in a cost library database, or equivalent electronic platform, which shall be capable of easy use by facilities engineers to develop Independent Government Cost Estimates (IGCE).


    Highly desired qualifications:


    • Demonstrated critical/strategic thinking to help client effectively manage daily operations
    • Demonstrated ability to work in an independent setting performing detailed analysis
    • Experience with work order and facilities asset management software


    • Bachelor's degree
    • 10 or more years of relevant work experience.      
    • Must be self-directed and detail oriented.      
    • Current U.S. Government TS/SCI security clearance is required, CI Poly is preferred.
    • Excellent written and verbal communication skills.
    • Familiarity BUILDER software/programs is preferred
    • Strong communication skills and customer service acumen
    • Proficiency with Microsoft Office products
