    LMI is seeking a Health Care Quality Measure Developer capable of performing the essential steps of measure development outlined in the Blueprint for the CMS Quality Measures Management System. In collaboration with a team of professionals, this individual will design, test, and implement significant work products and guide government clients toward achievement of the goals of higher quality care, more affordable health care, and improved public health. This position is full-time, on-site, and based at LMI Headquarters in Tysons, VA, with some travel to Woodlawn, MD and other sites as required. 

    Responsibilities

    ·        Specify and support the implementation and maintenance of de novo quality measures

    ·        Respecify, manage, improve, and support maintenance reviews of existing measures

    ·        Conduct systematic literature reviews and environmental scans to support measure proposal, development, and maintenance activities

    ·        Identify, convene, and support information gathering from internal and external experts (e.g., TEPs)

    ·        Develop, implement, and manage testing plans for measure reliability, validity, and risk adjustment

    ·        Support the agile environment of development by engaging in continuous quality improvement activities, process improvement, and standardization

    ·        Maintain logs of development activities for use in preparation and authorship of internal, client-facing, and peer-reviewed published reports of the development process and its influences on care

    ·        Attend external quality measurement-oriented meetings and conferences as appropriate.

    ·        Assist with internal capability development

    ·        Support all aspects of the consensus endorsement and rulemaking processes

    Qualifications

    MINIMUM QUALIFICATIONS:

    ·        A strong background in healthcare, with specific knowledge of nationally recognized quality programs, (e.g., CAHPS, EHR incentive programs), industry standards (e.g., HL7), code sets (e.g., CPT, SNOMED), data sources (e.g., claims, registries, EHRs), and pertinent laws (e.g., MACRA)

    ·        Familiarity with CMS quality programs and their implementations

    ·        Experience developing and maintaining measures and convening multi-stakeholder groups

    ·        Experience developing or reviewing measure development and research proposals

    ·        Strong quantitative and qualitative collection and analysis skills to provide technical assistance and quality assurance for clients and partners

    ·        Demonstrated project management skills including managing multiple stakeholders and timelines

    ·        Ability to prioritize tasks, manage large amounts of data, and succeed in an agile environment

    ·        Excellent written, visual, and oral communication skills effective with broad and diverse audiences

    ·        Bachelor’s degree in a health-related field

    ·        3-5 years of measure development experience

    PREFERRED EXPERIENCE/SKILLS:

    ·        Experience in federal government or federal government consulting

    ·        Advanced degree in a clinical or health-related field (e.g., MPH, MPA, MPP)

    ·        5+ years of experience in measure development and evaluation

    ·        4+ years in qualitative and quantitative data collection and analysis

    ·        Experience in development eCQMs

    ·        Project management experience and/or credentials
