    LMI, a not-for-profit strategic consulting organization focused on the federal government, is seeking a senior program manager with experience in leading large, multi-disciplinary teams in a geographically distributed environment. We are looking for a candidate who has had a strong presence working for the U.S. Navy.

     

    The Program Manager supports the development and enhancement of solutions for program management in support of LMI’s federal government clients. The PM will lead onsite client delivery of project, program, and portfolio management services. The position will lead LMI teams in the delivery of these services to our clients, while ensuring quality, and managing cost, schedule, and performance. 

     

    The candidate should be familiar with several prominent PMOs across NAVSUP, NAVAIR, NAVSEA, and should be proficient with ERP systems, procurement operations, enterprise IT systems and software applications.

    Responsibilities

     

    • Tracking cost, schedule and performance, as well as prepare documents (requirements, acquisition and procurement) and develop policy, procedures and report status to all levels
    • Ensure requirements are met including quality of product and services, cost control, timeliness and business relations
    • Manage staffing requirements
    • Ensure an adequate quality assurance program and process are in place and strictly adhered to for all products and services
    • Responsible for business relationships with all other stakeholders and partners
    • Prepare monthly cost reports and ensure such deliverables are submitted in a timely fashion and of high quality/accuracy. When appropriate, propose a plan to correct any cost variances or projected rate adjustments
    • Develop briefing templates and governance requirements
    • Prepare executive reports and presentations, including all documentation requirements. Track and review documents and guidance for improvement
    • Prepare briefing charts, scheduled meetings, kept records and record minutes, prepared after-action reports in support of technical reviews and investment reviews
    • Responsible for managing all subcontractors engaged
    • Manages and facilitates the integrated Change Control Board for continuous improvement
    • Ensure program compliance with government policies and mandates, alignment with agency enterprise architecture, and adherence to directives from governing entities
    • Anticipates and resolves procurement challenges and problems, such as small business set aside goals, certification requirements, and acquisition strategy
    • Provide subject matter expertise on government agencies (e.g., NAVAIR, NAVSUP, NAVSEA, SoN, ASN) and Naval industry programs, as well as other initiatives
    • Work with a diverse set of stakeholders in geographically disbursed areas.
    • Support business development and bid and proposal efforts by acting as the overall solution architect for opportunities, bringing together capabilities across LMI to define a solution that meets and exceeds client expectations.

    Qualifications

     

    • Bachelor’s degree; Master’s preferred
    • Ten or more years of experience in program management, ideally within the Department of Navy
    • Required certification:  Project Management Professional (PMP)
    • Excellent organizational and time management skills, with the ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment
    • Excellent computer skills, specifically in Microsoft Word, Excel, and PowerPoint
    • Ability to obtain a public trust clearance if necessary
    • Excellent oral and written communication skills
    • Ability to communicate well with leadership, peers, and staff at all levels to facilitate excellent teamwork
    • Proven experience in pursuing and capturing new federal business, including building and leveraging relationships, developing effective teaming and win strategies, and writing winning proposals
    • Experience or training in structured capture management and proposal development techniques (e.g., LCG, Shipley or SM&A) is a plus
    • Requires a broad knowledge of large scale Program Management with emphasis on cost and schedule management and multiple contract types; Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF).
