    LMI seeks a senior Facilities Planning Engineer/ specialist/analyst to support the environmental planning and real estate programs of a DOD program management office to provide knowledge and support of the philosophies, principals, practices & techniques of military regional and installation level facilities planning, and planning disciplines such as military density design, environmental planning, military housing planning and land use.     You will serve as a senior analyst and technical authority to headquarters staff on the implementation of planning regulations and procedures associated with Regions, Marine Corps Installations (MCIs), DoD, DON, and other Federal entities throughout entire study processes to ensure full and consistent compliance with Federal law, policy, objectives, and Marine Corps regulations and guidance leading to policy review by HQMC, DOD, DON and others. You will provide analysis and advice on the resolution of policy issues during the development of decision documents including participation in meetings and such as In Progress Reviews (IPRs) and Issue Resolution Conferences (IRCs), etc.


    You will also conduct economic analyses to determine feasibility of alternatives for meeting facility requirements; develop criteria for planning new facilities; recommend new equipment installations to support mission requirements with consideration of latest technologies available; and recommend modifications to facilities to accommodate new equipment. You will analyze project proposals and recommend changes, and evaluate programs and projects to assure compliance with all environmental safety and security standards.


    You will provide technical review of planning calculations, analyses, drawings and specifications to verify compliance with project objectives and standards; maintain current facilities planning and engineering data; and conduct policy compliance review of projects considering plan formulation, economic justification, cost sharing, Federal interest, compliance with applicable laws and regulatory requirements.


    Provide detailed analysis of complex planning proposals, to include modeling facilities and infrastructure requirements, evaluating sites, and proposing Master Planning layouts. Develop or review detailed cost estimates in support of proposed new initiatives. Develop or review requirements and management plans. Provide analysis and prepare or review documents to respond to Inspector-General, audit, and Congressional inquiries. Provide analysis and prepare or review briefing on required actions and outcomes of meetings, conferences and other venues.


    Other responsibilities include:

    • Serve as subject matter expert to project planners and GIS staff located at MC headquarters, regions, and installations to insure uniformity with standard practices and to assist in contract deliverables
    • Create and implement standards for facilities modernization, and track investments in real property. Develop new or updated policies, instructions and guidance on space planning, facility management and utilization. Develop new facility sustainability initiatives and policies.
    • Work with facilities professionals such as Program Managers (PMs), Building Managers (BMs), engineers, architects, and IT professionals to understand the physical planning needs of the stakeholders balanced with an understanding of existing conditions in order to make informed space planning decisions.
    • Develop training materials, standardized processes, and consistency guides and materials.
    • Coordinate day-to-day LMI project management activities with the LMI program manager.


    • DOD Secret Clearance required. U.S. citizenship required.
    • B.A. or B.S. in architecture, urban or regional planning or engineering related field required. Master’s Degree desired.
    • 10+ years demonstrated knowledge of advanced concepts, principles and practices of facilities planning and engineering to serve as the technical expert to resolve difficult problems and issues, and plan, design, monitor and evaluate complex facilities engineering programs and projects.
    • Extensive knowledge of DOD (Marine Corps preferred) air and ground organizations and missions and the ability to translate organization and mission into strategic planning principles.
    • Knowledge of guidelines to include general Federal laws and Executive Orders and State(s) law, applicable Federal Property Management and Land Use Planning regulations, DOD, DON, and Marine Corps regulations and policies applicable to facilities planning..
    • Knowledge of GIS technologies used in DOD desirable.
    • PMI Program Management Professional (PMP®) certification or equivalent experience desired
    • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
    • Ability to communicate clearly with a variety of stakeholders
