    This position is in direct support of the Office of the Deputy Assistant Secretary of Defense for Transportation Policy (ODASD-TP). Work location is on-site at the Mark Center, Alexandria, VA.

     

    Responsibilities

    The Transportation Policy Analyst will provide support to the Deputy Assistant Secretary of Defense (Logistics) to support the development of a modern transportation management enterprise environment that supports the Department’s efforts to conduct and sustain a financial statement audit. Support includes:

    • Assist with the development, coordination, and maintenance of policy issuances including directives and instructions necessary to implement the transportation and financial related oversight responsibilities of the Secretary of Defense.
    • Track notices of findings and recommendations (NFRs) relating to transportation operational, IT, and financial issues, and work collaboratively with the DoD components to define, implement, and track appropriate corrective actions.
    • Ensure that the transportation financial environment is audit ready, and processes developed meet financial best practices and include adequate internal control methodologies and documentation.
    • Provide guidance and expertise in implementing a Commercial-off-the-Shelf (COTS) Transportation Management System (i.e. SAP TM, Oracle TM, JDA, Red Prairie, etc.) with minimal software customization.
    • Assist the DoD realign its transportation business process areas to support the implementation of a central Transportation Management System (TMS) into its distribution processes.
    • Assist with research and identification of new, reengineered processes and innovative strategies and programs to improve the DoD transportation and financial business areas.

     

    Qualifications

    Education: Master’s degree required.

    Experience: More than ten years of relevant experience required. Must have functional and enterprise-wide experience in supply chain management, transportation and distribution; knowledge or experience with COTS TMS solutions in the commercial sector; excellent negotiation and consensus-building skills; excellent oral presentation and writing skills; and knowledge of the roles and missions of the military Departments, the U.S. Transportation Command, and the Defense Logistics Agency. Experience in and knowledge of audit processes, control evaluation and testing methodologies, and other Financial and Operational Internal Control methodologies and terminology a plus.

    Clearance: Must have current SECRET clearance.
