Overview

With the threat of transnational terrorism and ongoing development of weapons of mass destruction (WMD) by nations potentially hostile to the U.S., DHS has taken steps to integrate the full range of its radiological/nuclear, chemical, and biological threat detection programs. As the focal point for this effort, DHS Countering Weapons of Mass Destruction (CWMD) requires consulting and program management support that can reinforce and better enable a more dynamic and operationally-focused DHS strategy. Within CWMD, the National Biosurveillance Integration Center (NBIC) is responsible for early detection and situational awareness of biological and chemical events anywhere around the world.

Responsibilities

  • Conducts operational scientific and technical analysis in support of National biosurveillance. 
  • Provides real-time scientific and health biosurveillance analysis, assesses stakeholder feedback and provides recommendations to improve, update, or revise NBIC products and services.  
  • Collects data on user requirements, existing and emerging systems, capabilities, and technologies. 
  • Assists the program office with the analysis of collected data. 
  • Supports the development of a variety of analytic biosurveillance decision support products that meet National decision makers’ and stakeholders’ requirements. 
  • More broadly, performs the functions of a technical expert in the relevant scientific field in support of major biosurveillance programs or system development activities. 
  • Applies scientific expertise in defining and resolving system issues, performing analysis, and developing plans and requirements for further analysis. 
  • Researches, analyzes, and computes mathematical, physical and scientific data for integration into, and prepares analysis, evaluations, and recommendations for inclusion within CWMD biosurveillance products in support of federal personnel.

Qualifications

  • B.S. degree in a scientific, engineering, medical, veterinary, or public health field. Certain personnel will require MS. In lieu of a degree, 4 additional years of experience will be accepted for a BS and 5 additional years of experience will be accepted for a MS or BS +1 additional year. 
  • Required experience: 3-10 years of experience, or a Masters Degree and 2 years experience; Qualifying experience must be in a scientific, engineering, medical, veterinary, or public health field such as biology, chemistry, biochemistry, bacteriology, virology, epidemiology, toxicology, immunology, environmental science or engineering, physics, mathematics, geology, or other related discipline. 
  • Preferred experience: 2 years of experience providing scientific or technical support to major programs or system development efforts related to biosurveillance. 
  • Candidates must be able to pass a DHS Suitability Check and obtain a Secret clearance.
