As the Army drives towards its 2028 Modernization Strategy and postures to the era of great power competition put forth in the National Defense Strategy, we must operate and defend our networks ruthlessly. The Army’s communications network is the foundational weapons platform for the entire force. All Army operations depend on timely, reliable delivery and transmission of data. Today, the Army owns and operates its entire IT network and long- distance communications. This model produces slow rates of change and technology adoption that diverges from similar commercial offerings.


The Army is exploring a new approach for delivering enterprise network and core IT services: Enterprise Information Technology as a Service (EITaaS). The EITaaS pilot will assess the feasibility to deploy commercial solutions for data transport, end-user services, and collaborative data environments for selected Army installations.


The specific purpose of this EITaaS Pilot is to partner with industry to reform existing and future Army IT operations and services delivery through commercial services in order to increase Army readiness, mission effectiveness and IT user efficiencies, and establish standardized, innovative IT services.


Develops and oversees usability testing efforts to develop user satisfaction and productivity feedback at pilot sites.

Manages/leads the development of the testing schedule, test scenarios and other relevant test tools, recruitment of test participants, and coordination of overall testing at pilot sites.

Reviews testing results and communicates potential modifications to the design/architecture/prototype based on these results.

Ability to conduct analysis of test results and user sentiment to interpret quantifiable measures from qualitative sources.


Prepares the Test and Evaluation Master Plan and other related documentation.


Facilitate, coordinate, and execute test events at multiple locations to support the overarching test strategy.


Provide support to all test events (to include hardware, software, user engagements, and system level tests) as needed.


Provide systems engineering support by providing technical assessments, technical studies, user studies, requirements analysis and management, risk management, test and evaluation management, system architecture analysis, and IPT program support.


Develop test plans, procedures, and design hardware/software to execute tests, studies, and evaluations.


Ability to facilitate and coordinate test effort with contractor’s test team and government subject matter experts.


Knowledge of Network performance and security measures.


Participate in weekly project and engineering meetings to review project progress and issues.


Provide technical expertise, feedback, and design input to other teams.


Effectively communicate and coordinate with the senior military leadership and US Government customers


Experience creating and providing presentations.


Minimum Qualifications:

Must have a Bachelor’s Degree in a related field.

10+ years of related work experience.

Ability to travel as needed (up to 75%).

Active Secret Clearance required; Top Secret preferred.
