As the Army drives towards its 2028 Modernization Strategy and postures to the era of great power competition put forth in the National Defense Strategy, we must operate and defend our networks ruthlessly. The Army’s communications network is the foundational weapons platform for the entire force. All Army operations depend on timely, reliable delivery and transmission of data. Today, the Army owns and operates its entire IT network and long- distance communications. This model produces slow rates of change and technology adoption that diverges from similar commercial offerings.


The Army is exploring a new approach for delivering enterprise network and core IT services: Enterprise Information Technology as a Service (EITaaS). The EITaaS pilot will assess the feasibility to deploy commercial solutions for data transport, end-user services, and collaborative data environments for selected Army installations.


The specific purpose of this EITaaS Pilot is to partner with industry to reform existing and future Army IT operations and services delivery through commercial services in order to increase Army readiness, mission effectiveness and IT user efficiencies, and establish standardized, innovative IT services.


Sr. Network Engineer (Subject Matter Expert-SME) position supporting a DoD Program Executive Office (PEO) providing Enterprise IT as a Service (EITaaS) through the Integrated Product Office (IPO). The ideal candidate will have a proven background in enterprise-wide Information Technology (IT) solutions, Network Support, and Cyber initiatives. The candidate will work supporting the Technical Management Division (TMD) Director within the Program Management Office (PMO) of the IPO and have a demonstrated ability to provide strategic level advice and guidance to help shape scalable technical acquisition approaches.


  • Conducts technical reviews of contractor IT related proposals and provides recommendations concerning contractor proposals including concepts, architecture, integration of Cybersecurity requirements, and Cybersecurity risk assessment activities.
  • Provides authoritative technical and programmatic advice and guidance on the full range of network operations and management, system operation, new technology evaluation and deployment, and user support.
  • Defines customer requirements for new and modified systems and services based upon analysis of business needs and practices.
  • Develops and implements Information Technology (IT), Network and Telecommunication requirements as articulated by Program Officer, Technical Division (TMD) Director or Authorizing Official Representatives and provides guidance and recommends metric driven network analysis/comparisons for meeting them.
  • Advises on contractor IT related issues such as budget planning, project coordination and architecture.
  • Perform a variety of functions on a wide range of information management (IM) and information technology (IT) issues.
  • Stays current in the latest information security and risk management knowledge, including new and emerging threats and vulnerabilities.
  • Excellent communication skills (verbal and written) and proficient in Microsoft Office Applications.
  • Ability to work effectively in a leadership-type role with minimal supervision and ability to proactively engage with and advise government and contractor support.
  • Participate in Configuration Control Boards or Integrated Product Team (IPTs) as well as Prepare documentation and present reports.


  • At least 5-8 years of practical experience in network and vulnerability analysis preferred.
  • Familiar with the primary functions of networking equipment, i.e. Routers, Switches, Firewalls, and wide area communications.
  • Awareness of some of the following vendor products; Cisco, Aruba, Software Defined Networking, Latest WAN technologies (Microsoft Express Route Technologies), Cloud compute and storage solutions.
  • Knowledge of IT security will be an advantage.
  • Excellent interpersonal, written and verbal communication skills.
  • Working under pressure, multitasking between simultaneous projects and responding to deadlines.
  • Flexible, tenacious, highly self-motivated, and committed to achieving goals.
  • Experience and understanding of various network/monitoring tools
  • Active Secret Security Clearance required; Top Secret preferred
  • Travel: Minimum, approximately 15-20%
