With the threat of transnational terrorism and ongoing development of weapons of mass destruction (WMD) by nations potentially hostile to the U.S., DHS has taken steps to integrate the full range of its radiological/nuclear, chemical, and biological threat detection programs. As the focal point for this effort, DHS Countering Weapons of Mass Destruction (CWMD) requires consulting and program management support that can reinforce and better enable a more dynamic and operationally-focused DHS strategy.

Candidates must be able to pass a DHS Suitability Check and obtain a Secret clearance. 

Responsibilities

  • Applies applicable management analysis processes, modeling and simulation tools, and technical techniques to provide the services required.
  • Employs process improvement and reengineering methodologies and principles to conduct process modernization projects.
  • Provides group facilitation, interviewing, training, and additional forms of knowledge transfer in the area of chemical defense, support and analysis.
  • Serves as key coordinator among multiple project teams to ensure enterprise-wide integration of management efforts.
  • Provides daily supervision and direction to other contract personnel performing management analysis taskings, reporting upwards to lead federal personnel.
  • Support CWMD/Chemical Defense in the review, development, analysis, and coordination of DHS processes, policy, doctrine, directives, regulations, and implementation relevant to chemical defense and chemical security.
  • Support CWMD/Chemical Defense in the strategic development and maintenance of partnerships with key stakeholders, which include other DHS headquarters elements and components, Federal departments and agencies, State and local entities, and the private sector, in support of the CWMD mission.
  • Support CWMD/Chemical Defense in developing projects and policies based on existing requirements, as well as assess and support execution of existing chemical defense and chemical security policies, programs and initiatives.

Qualifications

  • Bachelors and Masters degree in direct or related fields of national security, emergency management, environmental health, or similar. 
  • 5-7 years of experience in the fields of national security, emergency management, public health disaster management, chemical defense or similar areas.
