We believe government can make a difference and we seek talented hardworking people who share that conviction. LMI is looking for talented individuals to perform federal budget management tasks, including Planning, Programming, Budgeting and Execution (PPBE) activities and life cycle cost estimation (LCCE).


Perform tasks which apply knowledge and skill in budget-related laws, regulations, policies, precedents, methods, and techniques. Tasks include support for Planning, Programming, Budgeting, and Execution (PPBE) activities; conducting multi-year programming studies and budget and cost analyses; including, survey methods, findings, evaluations, and recommendations; supporting budget formulation efforts by developing, managing, and maintaining spreadsheets and budget artifacts including life cycle cost estimates (LCCE), used for development of Congressional Budget Justification; financial analysis; and development of draft briefs for CMS management on the organization’s budget.


Assist in the development of the following items:

  • Justification Reports
  • Budget Presentation Materials
  • Supports the research, analysis and development of systems and systems-related cost estimates and life-cycle cost estimates (LCCE)
  • Performs a variety of complex analytical tasks in support of programs
  • Develops plans and monitors tasks to meet requirements for assigned program(s)
  • Establishes and defines program plan requirements and directs or performs in-depth studies to determine optimum program plans
  • Develops reports and analyzes performance metrics and programmatic PPBE documents
  • Conducts research and develops information to understand financial requirements 
  • Provides guidance to less experienced Program Analysts
  • May provide team leadership on assignments or projects.


Minimum Qualifications:

  • Master’s degree or equivalent Preferred (additional 4 years work experience required with a Bachelor’s degree)
  • 7+  years work experience (with Masters degree), preferably performing budgeting, financial management, cost accounting, life cycle cost estimation, and analysis functions related to responsibilities for Federal Health Agencies, VA, and/or DoD
  • One of the following certifications, or equivalent: PMP, FAC P/PM, Defense Acquisition Improvement Act Certification, CCBA, CBAP, PgMP, INCOSE
  • Federal accounting experience
  • Ability to be a self-starter in a fast-paced environment
  • Strong proficiency with Microsoft Office Suite tools (MS Word, Excel, PowerPoint, Project, etc.)
  • Ability to obtain a US security clearance


Preferred Qualifications:

  • Degree in Accounting or Business Finance Preferred
  • Experience in a federal consulting environment
  • Experience working with, or interest is working with Federal Medical Supply Chain Programs
  • Experience in medical supply chain/logistics related budgeting, cost estimating, acquisitions
  • Master's degree preferred with business concentration
