 Our collegial and mission-focused environment supports a culture of continuous learning and development where employees are positioned to make a meaningful impact.  The Program Analyst will support the U.S. Army Research, Development and Engineering Command (RDECOM), Operations Center (OC) Contract Augmentation Cell (CAC) on-site at Aberdeen Proving Ground (APG), MD. Position requires and Active Secret Clearance.

Responsibilities

  • Assist the government team with planning, development, initiation, and execution of projects.
  • Apply executive skills to review, analyze, and evaluate program development, progress, and performance.
  • Perform planning and scheduling activities, mitigate program risk, participate in program functional Integrated Product Teams (IPTs), In-Process Reviews (IPRs), milestone decisions, and required program updates.
  • Review and prepare briefings, documentation, reports, and other supporting information to support IPRs, milestone decisions, and program updates/reviews.
  • Develop and maintain requirements, program documentation and standard operating procedures.
  • Serve as a subject matter expert on the proper use of current and future office equipment (e.g., the existing SVTC, computer using Defense Collaborative Services (DCS), copier, scanner, Secure Terminal Equipment (STE) phone, printer, shredder, etc.).
  • Analyze orders (e.g., Operation Plan/Orders (OPLAN/OPORDs), Warning Orders (WARNORDs), Fragmentary Orders (FRAGORDs), etc.) for specified and implied tasks to determine and recommend the appropriate government staff lead.
  • Ensure required pre-deployment, deployment, and redeployment actions occur as scheduled.
  • Manage taskers from creation to completion, to include monitoring the designated tasking system, NIPRNET, and SIPRNET for both external and internal taskers.

Qualifications

  • 3+ years of relevant experience required.
  • An understanding of program and technology development, either from a DoD or industry perspective, as well as the corresponding management practices, across one or more product disciplines (e.g., engineering, logistics, test, finance).
  • Experience supporting programs, projects, or tasks, which involve tracking risk and providing constant status or process oversight.
  • Strong oral and written communication skills.
  • Comprehensive knowledge of Microsoft Office, especially Outlook, PowerPoint, Excel, and Word, as well as an ability to quickly become proficient in Army RDECOM-specific software (e.g., SharePoint, AMC software (QuickBasic), Global Electronic Approval Routing System (GEARS), Single Interface to the Field (SIF), WebEOC, AMC Virtual Operations Center, AtHOC, etc.) through on-the-job training.
  • Prior military or civilian experience performing in an operations center or operations-type work (e.g., S3, G3, Emergency Operations Center (EOC)).
  • Familiarity with Higher Headquarters (HHQ) and Army RDECOM Commander's Critical Incident Report (CCIR), Serious Incident Report (SIR), and Other Information Requirement (OIR) criteria.
  • Familiarity with proper encryption key procedures, including obtaining, changing, and destroying Communications Security (COMSEC) material.
  • Familiarity with Internet Protocol (IP) based Alias, Global Video Services (GVS) and Point to Point dialing style secure video teleconferences (SVTCs) and SVTC equipment (i.e., Controlled Cryptographic Items (CCI) (currently KG-175 TACLANE), audio equipment, and video equipment).
  • Proficiency in use of the designated Army RDECOM Tasker Management System.
  • Active Secret clearance required.
