Overview

Responsibilities

Responsible for support and execution of all official duties associated which include:

  • Provide support to enable ease of access to acquisition, procurement, and business information, data, and analysis for portfolio management, stability operations in multiple environments, and planning and execution.
  • Develop technical roadmaps for guiding the implementation of access to and management of resource information benefitting Commander’s strategic business operations (e.g., personnel, equipment, spend, local context) to include gap analyses.
  • Provide Functional Roadmaps to include policy, budget, and doctrine gap analysis. Use a collaborative, comprehensive approach to identify and document critical, useful, and desired functional capabilities across user, operator, and other stakeholder groups.
  • Advise and recommend data integration and data standards to support operational and business analysis in the context of the Department’s current policy, doctrine, and operational engagements.
  • Produce capability governance support and updates (briefings, overviews, white papers).
  • Support quarterly governance and working group meetings and taskers to include the preparation and development of read ahead documents and
  • Document any identified gaps between currently available data and current and known future requirements and provide recommendations on approaches to closing identified gaps including engaging with source data IT systems and process owners to determine best way forward.
  • Serve as the central coordinating point to clarify, prioritize, and execute development of capabilities to meet community functional requirements.
  • Develop a training program to include objectives, curriculum, and materials (guides, training instructions, and outreach and educational materials) for data and information and related data analysis capabilities.
  • Travel is required to support training and exercise events. Travel is required for a minimum of four trips with at least one involving foreign travel. These trips will be an average of 10 days each. Prior to the travel, the contractor will submit a travel plan with objectives. Within seven days of return, the contractor will provide a trip report to the government.

  • Prepare and finalize briefing, presentations, meeting minutes and reports.
  • Plan, organize and implement special projects; prioritize work and independently seek out relevant information. Coordinate with necessary staff to verify project timelines and schedules.

Qualifications

  • Must be able to maintain a DoD Secret Clearance and Common Access Card.
  • Minimum of 10 years of relevant experience directly related to acquisition, related Information Technology systems and processes, and supporting data to include contracting and financial data.
  • Bachelor's degree. Master's degree preferred but not required
  • Knowledge of Government contracting, acquisition policies, procedures and systems
  • Experience in applying, updating, and developing supplemental guides and instructions based upon adjudicating or reviewing, or recommending DoD, Joint, Service, and Combatant Command policy, doctrine, processes, data standards, and operations and business systems capabilities.
  • Demonstrated analytical and specialized policy expertise to support conducting research and making recommendations to promote efficient and effective decision making.
  • Experience in leading a team to define functional requirements and translating those requirements into technical requirements and into training materials, information briefings, data models, and analysis guides based on an understanding of data elements, systems, structures, architectures, and sources.
  • Have expertise in one or more engineering disciplines, but more importantly have an understanding across domains so that work can be integrated.  Domains will include skills in requirements analysis and development; software engineering; test and evaluation processes and activities; configuration management; enterprise architecture; communications.
  • Possess a proven experience developing and maintaining working relationships with high level officials.
