Responsibilities

Responsible for support and execution of all official duties which include:

  • Supports the translation of requirements into technical specifications of equipment, software, facilities, data and personnel.
  • Support the implementation and training of initiative, support expeditionary information access and visibility, and advocate for global warfighter requirements matching strategic goals and immediate needs.
  • Working with data owner systems and the Program Management Office, develop requirements and reports to address user requirements and to facilitate agreements for continued data sharing. Facilitate the development and execution of Memorandums of Understanding / Agreement with source data systems.
  • Assist with requirements analysis, make recommendations, and help implement system, process, and measurement solutions to improve performance.
  • Provide end-to-end analysis and process improvement support to initiatives to ensure prompt flow of information to all parties, and impose higher standards for data quality available to decision makers by employing the DOTMLPF-P analysis methodology as well as best practice commercial consulting analysis methodologies such as Business Process Reengineering activities and Lean Operations analyses.
  • Provide support to functionally define, manage, and expose data throughout the acquisition lifecycle, develop and promote best practices to maximize effective use for objectives such as strategic sourcing, auditability, display, and analytics.
  • Develop recommendations to address data, business process, and IT system items.
  • Develop business process maps at multiple levels of detail for obtaining and utilizing business knowledge, information, and data.
  • Apply knowledge of business operations and IT systems and architecture to ensure that customer requirements and use cases are clearly documented and understood by the users, data teams, and developers.
  • Perform and advise on data visualization to ensure that resulting data and analysis and is clearly and effectively communicated and meets user requirements.
  • Develop and maintain required data framework to include data sources (e.g., IT systems), definitions, formats, and usage as well as logical linkages and overlaps amongst related data sources.
  • Document, manage and maintain data business rules including system and data quality rules and any data
  • Assists and participates in performing information systems development, functional and data requirements analysis, systems analysis, and documentation preparation.
  • Track, analyze, and apply DoD and federal policy updates on data aggregation and data/information security to ensure that new capabilities are in compliance and data is
  • Support User Acceptance Testing, independent testing. and verification and validation of capabilities by developing testing strategies, plans, and feedback mechanisms and coordinating testing events.
  • Provide advice on appropriate scenarios for training and user manuals and subject matter expertise on any doctrine, policy or business rules.
  • Document, maintain, and distribute outreach, training and educational materials regarding the use of deployed capabilities. Ensure most recent versions are posted to SharePoint site, at a minimum, for ready access.
  • Deliver training to users and exercise participants to include computer- based training, use of Defense Collaborative Services or webcast technology and/or in-person desk-side or classroom training (as required and funded).
  • Provide assessment to project lead on levels of effort, as well as recommendations for adherence to requirements, project plans, timelines, and deliverables.
  • Assist in and resolve issues related to SharePoint development and maintenance.
  • Develop, refine, and maintain pilot effort of Systems Landscape on SharePoint, highlighting related systems that support planning, execution, and management of resources.
  • Knowledge of SharePoint lists, workflows, groups, permissions and security, reporting capabilities, custom web parts and web services.
  • Synthesize output from working group interviews and aid in the development of the Analysis of the Operational Environment (aOE) page on SharePoint.
  • Travel is required to support training and exercise events. Travel is required for a minimum of four trips with at least one involving foreign travel. These trips will be an average of 10 days each. Prior to the travel, the contractor will submit a travel plan with objectives. Within seven days of return, the contractor will provide a trip report to the government.

Qualifications

  • Bachelor's degree required; Master's degree preferred
  • Knowledge of Government contracting, acquisition policies and procedures
  • Experience working with databases and building data queries
  • Must be proficient with Microsoft Office™, SharePoint, and JIRA
  • Strong working knowledge of developing business solutions in SharePoint 2016 and 365, using out-of-the-box (OOTB) functionality.
  • Strong working knowledge of SharePoint Designer 2016 and 365, to create custom forms, workflows, web parts, and solutions.
  • Experience with central administration and SharePoint Service Applications (e.g. user profile service)
  • Experience with SharePoint UI design/branding, HTML, CSS, JavaScript, JQuery, Bootstrap, SQL, ReactJS, jQuery, and/or AJAX.
  • Superior communication skills, both oral and written
  • Required Security Clearance: Active Secret or Top Secret
