Responsible for data analysis activities for the Risk Adjustment Suite of Systems (RASS) program for our Center for Medicare and Medicaid Services (CMS) customer. This position is located in our Tysons, VA HQ with occasional (minimal) travel to the government client site in Baltimore, MD. 

Responsibilities

The successful applicant will become part of an analytical team that supports public health systems management projects with a primary focus on Medicare Advantage risk adjustment and plan payment systems. He/She will use strong data analysis skills (e.g., SAS/SQL/Excel/Python) to produce reports and insights that inform Center for Medicare & Medicaid Services (CMS) policy and program integrity.

Each day may require the candidate to:

  • Understand complex and organization-specific datasets, with a primary focus on risk adjustment;
  • Extract and analyze data from the Integrated Data Repository (IDR) and other CMS data sources.
  • Perform analyses to answer routine and ad hoc questions about health systems and/or population health and regulatory compliance, and be able to explain the significance of those analyses to non-technical stakeholders;
  • Learn and apply relevant federal policy and regulations to data analysis;
  • Develop and improve standard operating procedures;
  • Communicate with systems development experts to design tools and applications to automate the fulfillment of repeat requests; and
  • Demonstrate a strong commitment to excellence.

Qualifications

MINIMUM QUALIFICATIONS

  • Master’s degree and 10 years’ relevant experience or Bachelor’s degree and 15 years’ relevant experience.
  • 6-10 years’ experience in federal consulting.
  • 6-10 years’ experience in data analysis and reporting in client-facing role, ideally working with Medicare data.
  • 3-5 years’ experience producing reports concerning risk adjustment.
  • 6-10 years’ experience writing automated processes in SAS and/or SQL, Python, STATA, R or a similar language.
  • Experience with extracting data from the CMS IDR and other CMS data sources (e.g., FFS claims, MA Encounter Data, RAPS diagnosis data, beneficiary data, physician data, plan information) to implement risk adjustment models.
  • Strong Microsoft Office (Word, Excel, Power Point) skills required. Applicant may be required to perform demonstration of Excel or analytical skills.
  • Superior communication and writing skills on technical subjects. Ability to provide narrative context of data analysis to a non-technical audience.
  • Ability to absorb large amounts of new technical and policy knowledge without a lot of guidance.
  • Strong interest in health policy, with a focus on risk adjustment and payment systems.
  • Experience producing high quality analytical deliverables with both short-term (i.e., 1 hour) and longer-term (i.e., 1+ months) lead times.
  • Demonstrated commitment to delivering outstanding products and service that meet or exceed our client’s expectations.
  • Ability to multi-task between complex projects during seasonal peak periods.

PREFERRED QUALIFICATIONS

  • Master’s degree and 15 years’ relevant experience.
  • 10+ years’ experience in federal consulting performing in an analytic role using SAS, Python and/or SQL.
  • 6+ years’ experience producing risk adjustment analysis related to the Medicare Advantage program.
  • Experience with audits, compliance, or monitoring.
  • Experience communicating business requirements to system development experts.
  • Willingness to work in, or occasionally travel to Baltimore, MD, for project and client meetings.
