LMI is seeking a skilled Lead Financial Analyst to support a contract within the Office of the Secretary of Defense. Successful candidates demonstrate competency in DoD financial management and accounting systems, the Planning, Programming, Budgeting and Execution system, budget justification exhibits, and OMB and DoD financial regulations.

Responsibilities may include: 

  • Assist in the oversight of a portfolio of S&T projects and acquisition programs providing chemical and biological defense capabilities to DoD
  • Coordinates and analyzes RDT&E and Procurement budget justification exhibits
  • Conduct budget execution reviews
  • Validates funding profiles in DoD financial databases
  • Develops, presents briefings for, and documents meetings with senior DoD and Congressional officials
  • Reviews Congressional language and budget marks and provides appropriate response
  • Analyzes and documents annual authorizations and appropriations 
  • Assesses management, programmatic, technical, and administrative issues to develop solution recommendations
  • Develop metrics that allow for continuous monitoring of appropriated resources
  • Validate realignment requests
  • Contribute to Congressional Budget Briefs 
  • Applies working knowledge of data collection and analysis methods to prepare detailed financial information
  • Applies working knowledge of Laws, regulations and related Federal financial management guidance (i.e., Chief Financial Officers Act, OMB Circulars. Treasury or FASAB)
  • Applies working knowledge of, and ability to apply, financial concepts and theories to prepare budget exhibits, monitor funds, financial reporting and funds appropriation to solve problems
  • Writing and presentation of results and analysis to client management
  • Support development of client financial reports
  • Provide oversight and review of travel and purchase card transactions, and other financial areas
  • Customer service activities, to include budget/finance process briefings and tailored financial analysis
  • Strong quantitative analysis skills and attention to detail, with ability to analyze and forecast trends
  • Demonstrates working knowledge of DoD financial systems (GFEBS and DAI)
  • Applies knowledge of accounting standards published by the Federal Accounting Standard Advisory Board
  • Applies knowledge of operating budget execution, funds control, processing/recording funding/expenditure documents and funds de-obligation



  • An active TS/SCI clearance
  • Bachelor’s Degree in related field (Business, Finance, Accounting or Economics desired) and a minimum of ten years experience
  • Strong Excel skills
  • Ability to engage in process improvement initiatives
  • Excellent communication/briefing skills; experience with briefing senior management a plus
  • Demonstrated comfort working in a dynamic, changing environment
  • Working knowledge of DoD financial systems (GFEBS and DAI)


  • Master’s Degree (MA, MS, MBA) in Business, Finance, Accounting or Economics (preferred)-counts as one year of experience
  • Certifications: Certified Government Financial Manager (CGFM), Certified Defense Financial Manager (CDFM), Certified Public Accountant (CPA), Certified Management Accountant (CMA)
  • Experience with one or more of the components of the Chemical and Biological Defense Program or with an interagency equivalent
