LMI is currently seeking a Program Analyst to support the Platforms and Weapons Technologies Directorate within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E))/Office of the Chief Technology Officer for Science and Technology (DCTO(S&T)) in Washington, DC.  This position will assist with supervision and oversight of DoD S&T efforts across P&WT Directorate areas including Munitions, Nuclear Delivery Systems, Directed Energy Weapons Technologies, Operational Energy, Materials, Aerospace, counter-unmanned systems technologies, and enabling manned- and unmanned-platform technologies across the domains of air, land, sea, and space. This position requires an active DoD Secret clearance based on a single scope background investigation.  TS/SCI is preferred.

• Provide assessments and analyses of P&WT RDT&E programs and technologies areas for use during PPBE meetings, Service Reviews, and OSD reviews 
• Understand the current state of the art in platforms and weapons technology development across the government and private sector to assess quality and appropriateness of ongoing and planned DoD research and development programs 
• Assist with mission of identifying and championing critical and enabling technologies research to support the warfighters needs across P&WT areas 
• Provide recommendations of near, mid, and far term platforms and weapons-related S&T efforts across the DoD 
• Assist in developing a strategy for P&WT investments, including developing and analyzing different models, approaches or processes for such investments 
• Assist in executing the strategy for P&WT investments including analyzing the needs and opportunities to be addressed, formulating solicitations or similar documents, and helping to organize and conduct the evaluation of proposals 
• Assist with the management and oversight of P&WT investments as well as oversight of DoD investments across P&WT-related areas 
• Assist the P&WT team’s support of the OUSD(R&E) regarding congressional issues 
• Work with the DoD Joint Capability Office for C-sUAS and execute and plan C-UAS studies, analysis, and simulation experiments to include large- scale collaborative engagement and swarming concepts/defense 
• Provide technical analysis and programmatic assistance in managing Munitions Office programs and perform technical assessments of technologies of interest to munitions focusing primarily on the prioritization of munitions technology objectives  
• Assist in oversight activities related to the Munitions and Directed Energy Weapons Technologies program elements 
• Prepare and socialize program governance documents, charters, designation memos, etc. describing program processes, roles and responsibilities, and outreach 
• Assist in development of DoD-wide P&WT S&T strategic plans and drafting documentation for DoD-wide dissemination 
• Maintain broad situational awareness of research and development efforts involving the P&WT, including nuclear and strategic weapon system program areas 
• Assist in the POM development process, including the development of unfunded requirement issue papers and other programmatic documentations 

Required: 

• Bachelor’s Degree from an accredited college or university  
• Secret Security Clearance 
• 5 years of recent and relevant experience in project management positions supporting the DoD S&T enterprise 
• Excellent communication skills, unstructured verbal interactions, briefings, and meeting moderation 
• Ability to work in a distributed environment while maintaining a strong commitment to deliverables scheduled 
• Demonstrated success in the conception and execution of new projects (i.e., no pre- existing business processes) and without detailed guidance 
• Occasional travel required

• Bachelor’s degree in scientific, technical, business management, or other related discipline is preferred 
• Technical Analyst with 10 years of recent and relevant experience providing strategic technical oversight of projects 
• TS clearance with ability to obtain and maintain SCI is preferred
