Overview

LMI is seeking an experienced Program Manager to support the Office of the Secretary of Defense's transfer of  sustainment activities for the F-35 Joint Strike Fighter Program from the F-35 Joint Program Office (JPO) to the Department of the Air Force (DAF) and the Department of the Navy (DoN).  The Program Manager will ensure a balance of logistics and sustainment priorities, while creating and maintaining efficient and effective financial and business processes for the F-35 enterprise.  This position is located in the National Capital Region.

Responsibilities

 

  • Lead the overall program to provide Integrated Product Support Element (IPSE) integration, lifecycle management, monitoring, and continuous improvement to a fully transitioned F-35 fleet.   
  • Establish and manage an adaptive Program Management Office (PMO) to manage and integrate projects and POAMs from many sources and oversee implementation efforts. Provide management, direction, administration, quality assurance, and leadership to a dedicated cell of experts in logistics, auditing, financial reporting, sustainment analytics, and administration.   
  • Establish project administration procedures to facilitate financial management, staffing and team coordination, developing client relationships, risk management, work/scope management, status reporting, and contract management.  
  • Develop a comprehensive strategic plan and implementation roadmap with a clear timeline, milestones, and checkpoints for each phase of the transition, while permitting agility to incorporate knowledge learned incrementally.  
  • Update policies and procedures, support process improvements, report metrics, and provide project management support.  
  • Track status of tasks and initiatives, develop time-phased action plans, and assess costs and benefits to facilitate resource allocation and effectively manage staff capacity.  
  • Communicate and coordinate with key stakeholders across OSD, the military services, DLA, US TRANSCOM, the Joint Program Office and prime vendors to monitor progress, resolve issues, and identify risks.  

Qualifications

Required: 

  • Secret clearance is required. 
  • Bachelor's degree is supply chain management, logistics, business, finance or related discipline.
  • Minimum of ten (10) years of project/program management experience in the areas of logistics, supply chain management, human capital, change management, training, organizational development, and strategic communications. 
  • Strong understanding of Integrated Product Support Elements (IPSE) and significant product support experience.
  • Excellent presentation, facilitation, project, and time management skills. 
  • Strong interpersonal, verbal, presentation and writing skills to successfully deliver briefings and interact with executive client leadership. 
  • Ability to create and foster a fast-paced, cooperative, and team-oriented work environment.  
  • High-energy, enthusiasm, and ability to effectively interact with clients at all levels in government and industry.  
  • Experience with customer relations and negotiating binding contract solutions.  
  • Excellent critical thinking, analytical skills, and problem-solving skills.

  • Understanding of deploying sustainment analytics at scale.
