Overview

LMI is seeking a Senior Acquisition Consultant to assist the Enterprise Program Management Office at the Defense Commissary Agency (DeCA).  The Acquisition Consultant will support activities related to the acquisition, development, and implementation of enterprise business system software programs. The Acquisition Consultant serves as the Government's advisor and Subject Matter Expert for acquisition, program management, and contracting activities. 

 

Note: Telework is acceptable with potential occasional requirements to visit client offices at Fort Gregg-Adams, Virginia.

Responsibilities

 

  • Assist technical SMEs and the Enterprise Program Management Office (EPMO) with cradle to grave acquisition and contracting support. Support includes developing acquisition requirements packages, including conducting market research and associated reports, developing PWS/SOO/SOW, and source selection planning.
  • Provide advice to EPMO senior leaders on developing the most effective contract strategy to meet their requirements for business system modernization. 
  • Utilize business acumen and communication skills to maintain stakeholder relationships, communicate with program staff, and perform risk management related to contracts.
  • Assist the Contracting Officer Representatives (COR) and Program Managers (PM) in the development of acquisition strategy and contract documentation.
  • Assist the government staff with planning and execution of contract consolidations.
  • Within broad objectives, support the development and implementation of a wide range of business solution contracts.
  • Support the contract administration process, applying expertise on the body of statutory and regulatory guidance impacting acquisition.
  • Support cost/price analysis, market research, J&A development, and developing and maintaining procurement administrative lead times.
  • Process supporting contracting documentation for the award.
  • Analyze and advise on the performance of procurement activities against various procurement indicators and goals.
  • Provide group facilitation, interviewing, training, and additional forms of knowledge collection and requirements documentation.
  • Develop briefings and documentation responsive to data calls from and status updates to senior leadership.

Qualifications

Required: 

  • Bachelor's degree
  • 5+ years' experience in defense acquisition with a focus on contracting with expert knowledge of the FAR. Experience including contract planning and management to support the development of materials for Software, System Integration, and SETA support contracts
  • Experience working in support of federal government environment
  • Experienced in writing requirements documents such as PWS, Market Research Documents, Justifications, Acquisition Plan/Strategy, Cost estimates, Source selection procedures
  • Excellent organizational skills and strong attention to detail
  • Excellent verbal and written communication skills
  • Understands contract financing and methods of payment
  • U.S. Citizen with ability to obtain a public trust clearance.

Desired:

  • Masters Degree
  • 7+ years’ experience in Defense acquisition and contracting.
  • Prior Warranted Contract Officer experience
  • Demonstrated knowledge in Business Capability Acquisition Cycle (BCAC) (DoD 5000.75 or similar) to support the development of key deliverables and work products including but not limited to: Capabilities Implementation Plans, initial integrated master schedules, work breakdown structures, market research, requests for information, solution analysis, and initial intellectual property strategy
  • Defense Acquisition Workforce Improvement Act (DAWIA) Acquisition or Contracting certification
  • Certification in Agile (e.g. may include PMP-ACP, ICP, APMG, ACI, CSM, and PSM SAFe®) and understanding of the software development process.

Targeted Salary Range: $95,000-165,000
