Overview

We are seeking an experienced Legislative/Logistics Operations Analyst to serve in the ASD (Sustainment) Operations Office in the Office of the Assistant Secretary of Defense for Sustainment (OASD(Sustainment)). The office is responsible for coordinating administrative, logistical, legislative, communications, and resourcing support to the ASD, front office staff, four Deputy Assistant Secretaries of Defense, Office of Economic Adjustment, and the Defense Logistics Agency. ASD (Sustainment) Operations manages strategic communications, strategic planning, legislative engagement, and industry engagements for the Department's efforts on installation, energy, environment, logistics, and material readiness. The selected candidate will perform the duties in the ASD (Sustainment) Operations at the client site in the Pentagon.  This position cannot be performed remotely.

Responsibilities

  • Support and lead projects analyzing existing weapon system logistics and infrastructure support, inventory management, maintenance, transportation, distribution, contingency support, materiel readiness, product support, energy, environment, facilities management, infrastructure and resource management.
  • Support and lead projects that re-design or enhance weapon system logistics and infrastructure support via supply chains.
  • Analyze and assess DoD logistics and infrastructure policies and procedures against current performance metrics and make recommendations on policy and/or process improvements.
  • Communicate with clients through written reports and oral presentations.
  • Research subject matter and prepare point papers/speeches/remarks for use by senior DoD officials to internal and external organizations. Produce charts and other presentation materials. Prepare and finalize correspondence including letters, memoranda, briefings, speeches, presentations, meeting minutes, and reports.
  • Support development and control of correspondence packages (e.g., GAO, DoD/IG, DoD Publications, and Reports to Congress) including preparation and coordination as requested via task management system and ensure timely responses.
  • Coordinate the scheduling of internal and external meetings, including reservation of conference space, notification to attendees, catering preparations, parking requests, visitor access control and all arrangements from set-up to completion.
  • Oversee and manage multiple senior level executive calendars. Develop itineraries and coordinate with internal/external individuals and groups. Arrange travel and assist in submitting resultant expense reports.
  • Ensure the successful execution of general office duties: maintain paper and electronic files and databases, photocopy, fax and prepare mailings. Coordinate maintenance of common office equipment and supplies along with IT systems refresh coordination and compliance.
  • Perform other additional duties as assigned by senior executives, the administrative staff director, or civilian/military advisors.
  • Maintain confidential or sensitive information and documents.
  • Contractor support assists client in following tasks:
    • Review National Defense Authorization Act (NDAA), appropriations legislation, and other pending or enrolled legislation to assess EI&E/Sustainment equities and develop appeals, impact papers, heartburn letter input, and SAP input
    • Prepare legislative proposals in coordination with directorates, including drafting action and submission memoranda, reviewing proposal documents, and managing coordination process
    • Coordinate responses to Congressional inquiries and Questions for the Record (QFRs)
    • Prepare ASD hearing materials, including compiling hearing preparation book, providing input for written statement, pulling relevant data from budget materials and legislation, and coordinating with Legislative Affairs and counterpart offices within the Military Departments.
    • Review legislation with EI&E/Sustainment component directorates to assess requirements and coordinate responses
    • Track EI&E responses and provide status updates in the Congressional Hearings and Reporting Requirements Tracking System (CHAARTS)
    • Prepare and coordinate packages with other DOD offices using Correspondence and Task Management System (CATMS)

Qualifications

  • Current DoD Secret security clearance.
  • Bachelor’s Degree. A major in logistics and/or other sustainment background is preferred but not required. Master’s degree is preferred.
  • Minimum 5 years prior military or DoD civilian/contractor experience preferred.
  • Demonstrated ability to use MS Office Suite to include Word, PowerPoint, and Excel.
  • Analytical and reading comprehension skills: Contractor support must demonstrate the ability to review complex legislative language, understand Congressional intent, and distill these provisions into actionable descriptions for EI&E/Sustainment component offices.
  • Writing skills: Contractor support assists in preparation, review, and editing of written statements, information papers, responses to Congressional inquiries, and other written products as appropriate. To perform these duties, the candidate must demonstrate the ability to write in a clear and concise manner.
  • Task management: Contractor support must be able to track and report the status of dozens of tasks using a clear and understandable tracking and visualization system.
  • Superior leadership, communication skills, both oral and written.
  • High energy, enthusiasm, tact, ability to effectively interact with senior executives from Government and industry as well as Pentagon staff members.
  • Ability to create and foster a cooperative work environment.
  • Self-directed, detail oriented in completing assigned tasks, able to adapt to changing work efforts and manage impact of shifting priorities.

Targeted Salary Range: $90,000-$110,000
