Overview

LMI is seeking a Junior HSEEP Exercise Practitioner to join our DHS CWMD Training and Exercise Team supporting Chemical Defense program. This position requires an active Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI) access and the ability to obtain DHS Suitability. Although this is an Onsite position (i.e., position requiring to work at the client site in Washington, DC), most of the work can be supported remotely due to the current hybrid work environment. However, the candidate must be able to work at the client site in Washington, DC, as needed. 

 

With the threat of transnational terrorism and ongoing development of weapons of mass destruction (WMD) by nations potentially hostile to the U.S., DHS has taken steps to integrate the full range of its radiological, nuclear, chemical, and biological capabilities to enhance the nation’s abilities to prevent terrorists and other threat actors from using WMD, and support operational partners in closing capability gaps along adversary pathways.  As the focal point for this effort, DHS Countering Weapons of Mass Destruction (CWMD) Operations Support Directorate (OSD) requires advisory and assistance services to effectively operationalize CWMD by developing and enhancing the capabilities of the DHS Components as well as federal, state, local, territorial and tribal (FSLTT) partners.  LMI provides advisory and assistance services (program support, training and exercise, medical operations, information integration, requirements generation, and operational coordination) to CWMD Operations Support Directorate (OSD).

Responsibilities

  • Apply emergency management doctrine such as the National Incident Management System (NIMS), National Preparedness Goal (NPG), and Homeland Security Exercise and Evaluation Program (HSEEP) for exercise design, conduct and evaluation.
  • Support strategic level initiatives and multiple exercise project teams.
  • Support exercise project teams in support of exercise design, planning, conduct and post-exercise reporting for both discussion-based and operations-based exercises in accordance with HSEEP methodology.
  • Direct facilitation of exercise meetings/events, and research, discussion and edit of observations and recommendations for after-action reports and improvement plans in support of federal exercise leads.  
  • Work with a variety of stakeholders at the local, county, state, regional, and federal levels; including response organizations, law enforcement, military/National Guard, and public health agencies. 
  • Understand trend analyses from exercise data, capturing innovative practices and lessons learned, and track implementation activities to be shared with a variety of agencies and organizations.
  • Communicate technically complex topics for a variety of audiences, including senior government officials. 
  • Travel as required.

Qualifications

  • BS/BA or equivalent. 
  • Active TS with eligibility for SCI access.
  • Ability to obtain DHS Suitability.
  • Must have greater than 5 years of experience.
  • Previous experience in Exercise planning and execution preferably through application Homeland Security Exercise and Evaluation Program (HSEEP) methodology.
  • Previous experience in industrial hygiene, public health preparedness and response, or emergency/disaster management.
  • Proficient in SharePoint, MS Word, MS Excel, MS PowerPoint, MS Planner.
  • Excellent communications skills, written and oral.

Target salary range: $51,000 - $89,000
