Overview

LMI is seeking a Program Technical Lead for the OUSD(R&E) SMART Scholarship-for-Service Program. The ideal candidate will have experience leading teams of software developers and testers as well as managing partner and customer relationships.  This is a great opportunity for the right candidate to contribute to educational and workforce development for the Department of Defense.

Responsibilities

The candidate will work with a team of software developers and domain experts to develop web applications in support of the Department of Defense.   

  • Reports to the SMART Program Manager (PM).
  • Serves as the strategic interface between the LMI SMART Program Manager and Operations with the SMART IT Team to include Data Team, Data Cleansers, and vendor.
  • Partners with and takes strategic direction from the CAM/SMART Program Manager and SMART Deputy Program Managers to develop, maintain, and enhance the SMART Information Management System.
  • Supports, plans, and attends program meetings in coordination with the LMI PM, CAM/Program Manager and SMART Deputy Program Manager.
  • Tracks Sprint Issues Status during Sprint to include monitoring issue progression through the LMI Agile Software Development Process and identifying any special resources needed.
  • Works with the PM, Operations Lead, and element leads on identifying, assessing, and tracking risks via the risk register.
  • Responds to customer technical questions and requests.
  • Defines and understands a set of program performance metrics for use as an indicator of overall program health.
  • Manages vendors by providing oversight and coordination while maintaining relationships.
  • Supports SMART Program for LMI Audits and Quality Management requirements.
  • Serves as main point-of-contact for SMART Program for submitting LMI (ServiceNow) requests for project purchases for the program.
  • Participates in Agile Team Meetings (Daily Agile Standup Sprint Meetings, Backlog Review Meetings, Pointing Sessions, Sprint Compositions, Sprint Reviews, Sprint Highlight Review Meetings and Sprint Retrospectives)
  • Coordinates Sprint Customer Highlights Review Meetings and documents action items assigned.
  • Manages and coordinates internal and external IT resources and coverage.
  • If necessary, coordinates ServiceNow maintenance requests via HI ticket with ServiceNow. Follow up with each HI ticket until closed.
  • Coordinates current user list (to include subcontractors) with LMI internal administrators for Jira and Confluence.
  • Organizes team interaction with Senior Management at key milestones and visits.
  • Establishes and maintains SMART Help Desk Procedures and IT SOP Guidebook.
  • Provides Backup for Scrum Master/Tester when needed
  • Supports Operations during Applications, Selection, and Awards process.
  • Coordinates ServiceNow Upgrades.
  • Coordinates Penetration Testing
  • Monitors program progress and eliminate choke points
  • Provides performance review and mentoring for employees assigned
  • Percentage of Travel Required: 5% 

Qualifications

Minimum Qualifications:  5 years of professional experience with an emphasis on team leadership of development and testing teams.

 

Required Experience with the following:

  • Minimum 3 years of experience in agile
  • Proven ability to solve problems creatively
  • Strong familiarity with project management methodologies
  • Project life cycle management experience
  • Excellent analytical skills
  • Strong interpersonal skills
  • Education:  Bachelor's degree in computer science, engineering, or another related field
  • Clearance:   None 

 

Additional Preferred Qualifications: 

  • Experience with Service Now development and integration.
  • Experience using agile project management tools like JIRA
  • Agile certifications (SCRUM, SAFe, IcAgile)
