This individual will work with other engineers and subject matter experts to support the client’s program management office (PMO), which is responsible for developing programs of record (PORs) and the acquisition and deployment of technologies and systems to protect the nation’s borders.
From program planning and market research to trade studies, requirements definition, engineering analysis, IT technical design analysis, decision support, and program execution assistance, these individuals will apply sound systems engineering principles and ensure that DHS and CBP directives, policies, and processes are followed, and the client’s objectives are met.
Specific responsibilities /skills:
NOC:
- Understanding of circuit types and general bandwidth per type
- Knowledge (understanding) of Network Topologies
- Knowledge of various operating systems (Windoes and Linux)
- Understanding of network device types, especially firewalls, routers, switches and Wide Area Network (WAN) Optimizer appliances
- Ability to understand and assist with network design diagrams to better support the program and overall understanding of network activities
- Good people skills to work with Enterprise Networks and Technology Support Directorate (ENTSD) and Field Support Directorate (FSD) technical staff to answer questions about the program needs and work through plan and work discussions to meet specific system needs
- Understanding of Virtual Route Forwarding (VRF), Virtual Private Networks (VPNs) and other network security capabilities available for potential system use
SOC:
- Understanding of system Assessment and Authorization (A&A) requirements for a federal government system
- Understanding of vulnerability scanning tools and activities necessary to resolve findings
- Good people skills to work with the Information System Security Officer (ISSO) for the program to understand and resolve ongoing security findings for the system including creating and resolving Plan of Action and Milestones (POA&Ms) as needed
- Understanding of penetration assessment activities (Blue Team/Red Team) for systems to act as a liaison with the ISSO to document, schedule and manage these engagements as needed
- Understanding of Security Technical Implementation Guides (STIGs) and their use to securely configure servers and workstations
- Understanding of software patching and continuous monitoring concepts to work with the ISSO to ensure these activities are successfully implemented for the system components
Systems Engineering:
- Provide full lifecycle systems engineering support to programs and projects, ushering programs through their acquisition lifecycle from Program of Record (PoR) establishment to program awards, deployment, operation, and sustainment
- Lead or support the development of engineering and project plans including but not limited to the following
- Systems Engineering Life Cycle (SELC) Tailoring Plan
- Systems Engineering Plan (SEP)
- Integrate Master Schedule (IMS)
- Test and Evaluation Master Plan (TEMP)
- Briefings and artifacts in support of SELC technical review gates
- IPT and work group charters
- Lead or support the development of RFP packages including Statement of Objectives (SOO), Program Work Statements (PWS), Contract Data Requirements Lists (CDRLs), Data Item Descriptions (DIDs), Interface Control Documents (ICDs), Concept of Operation (CONOPS), and Functional Requirements Documents (FRDs)
- Evaluate contractor submittals including RFI responses, proposals, white papers, technology demonstration plans, and contract deliverables
- Support the planning, execution, data collection, evaluation, and assessment of system acceptance tests, technical demonstrations, and other technology and/or systems evaluation efforts
- Perform technology market research, trade studies, requirements analysis, other engineering investigations, and develop white papers and decision papers as required
- Coordinate and track project activities and status and provide status reporting and recommendations to the customer
