LMI seeks a Senior Management Analyst to support a federal program management office in the Washington Metropolitan Area.  Join our team of collaborative self-starters focused on delivering practical and efficient solutions to help our client keep U.S. borders safe and facilitate trade and travel.  As part of our high-performing team, you will augment our vital work to provide “eyes and ears” technology to protect our nation.  Specifically, this position will support the US Border Patrol’s Program Management Office Directorate (PMOD). This senior-level position will support strategic initiatives to improve organizational performance and realize efficiencies in operations including increased speed of program execution.  Areas of responsibilities will evolve based on changing customer requirements.

Responsibilities

You will support the Conveyance Identification Capability (CIC) program by providing management analysis and planning; cost, schedule, risk, configuration and records management; program documentation development; technical analysis, and deliverable development and oversight. This will support the Passenger Systems Program Directorate (PSPD) Land Border Integration (LBI) Border Patrol (BP) portfolio.  You will compile management and technical information from the projects including scope, cost, schedule, performance, and quality to provide visibility into program(s) objectives.  The projects include Conveyance Monitoring and Predictive Recognition System (CMPRS), LBI Mobile Client (LMC), and other Border Patrol projects/initiatives.  Representative responsibilities include:

In general, a Sr. Management Analyst will:

  • Manage and report on cost, schedule, quality, and performance goals
  • Coordinate project status reviews
  • Develop and monitor status of deliverables
  • Manage the action item database to resolution, and monitor risk management activities
  • Work with Integrated Product Teams (IPTs) and Working Groups to develop and maintain program and project plans and charters
  • Support data calls to the component projects for information needed
  • Respond to data calls with project information
  • Develop responses to internal and external inquiries
  • Track milestones and deliverables
  • Manage processes, records, and information
  • Track project status (from initiation to closeout) through regular reporting
  • Track and support action items associated with projects and ensure business processes are executed
  • Support maintenance of project schedules
  • Manage vendor review process, documentation repositories, and record vendor deliverables
  • Assist technical managers with project coordination support
  • Participate in project calls with stakeholders and ensure projects requiring management attention are identified and that relevant information provided to the technical managers
  • Provide support to develop program and acquisition documentation such as Program Charters, Management Plans, Statements of Work (SOWs), Acquisition Plans, cost estimates, and acquisition checklists
  • Assist Contracting Officer’s Representative (COR) to review vendor invoices and deliverables for compliance
  • Conduct market research/analysis and prepare documentation
  • Prepare Change Requests and associated forms to ensure all technical information and documentation meets the change requests requirements
  • Maintain Change Request documentation
  • Maintain Work Order Tracker and asset management documentation for all facility projects
  • Prepare and distribute project status reports, deployment schedules, and acquisition reports for facility projects
  • Document and maintain Standard Operating Procedures (SOPs) and process documentation for all facility related activities
  • Support the development of project deliverables and creation of templates, forms, checklists, etc.
  • Provide leadership/mentorship support to more junior personnel
  • Plan and manage meetings (agenda, presentation materials, minutes/action items, etc.)
  • Provide technical writing and editing
  • Other duties as assigned

Specific to this position: 

  • Provide technical oversight of the CMPRS and LMC software releases to ensure that the work planned for a given Pl is achievable.
  • Provide quality assurance reviews of the Large System Integrator's documentation and provide feedback on System Design Documents (SDD) and architecture diagrams, release notes.
  • Support the Government in managing scope, schedule, quality, and risks.
  • Create, manage, and deliver presentations to both USBP Checkpoints and CMPRS stakeholders.
    Provide configuration management support, including Change Requests (CRs), Implementation Plans (IPs), presentations to the PSPD Enterprise Review Board and OIT Change Control Board (CCB), managing the implementation, coordinating with all stakeholders and teams, and completing all approvals.
  • Facilitate CMPRS and Border Patrol Integrated Project Team (IPT) meetings with United States Border Patrol (USBP) and LBI.
  • Document and distribute CMPRS and USBP IPT meeting minutes.
  • Facilitate Security Compliance discussions with PSPD Security to ensure cybersecurity compliance and vulnerability remediations.
  • Establish and maintain a CMPRS requirement request form and intake process, including a Teams Channel/repository for the software requirements.
  • Support development of Service Delivery Requirement (SDR).
  • Attend and provide updates for CIC/CMPRS and LMC at the daily PSPD Daily Production Status Calls.
  • Draft and provide weekly accomplishments and issues for the LBI Director's meeting.
  • Support Program Increment (PI) planning and Agile Sprint ceremonies to include Sprint Planning, Weekly Grooming, Sprint Review and Demonstrations.
  • Provide technical expertise and provide guidance and direction during weekly internal status meetings with LBI Government Leads and the Large System Integrator.
  • Provide Systems Engineering Lifecycle (SELC) support.
  • Lead CIC/CMPRS requirements effort for LBI work on USBP's CIC Program of
    Record (POR) effort.
  • Support creation of CIC PoR acquisition lifecycle documentation, such as Lifecycle Cost Estimate (LCCE), Operational Requirements Document (ORD), and provide technical expertise for the Acquisition Decision Event (ADE) process.
  • Facilitate CBP Records and Information Management (RIM) meetings.
  • Document CIC/CMPRS retention rules.
  • Complete Privacy Threshold Analysis (PTA) updates.
  • Serve as technical team representative on behalf of LBI in all Conveyance Identification Capability (CIC)/CMPRS Program of Record Integrated Project Teams (PT) and related meetings.

Qualifications

  • Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance use, and employment verifications; active U.S. Customs and Border Protection background investigation preferred. Please note that only U.S. citizens are eligible for a suitability determination.
  • Previous work with CBP and PMOD is a plus.
  • 10 years of DHS/US Border Patrol experience; or a bachelor’s or master’s degree in business, management, finance, or information management
  • Level II Program Management Certification
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Ability to communicate clearly with a variety of stakeholders at the senior level.
  • Ability to effectively solve problems.
  • Strong communication skills, both oral and written.
  • A true team player who maintains a positive attitude in a dynamic environment.
  • Project Management Professional (PMP) certification is a plus.

 

Target salary range: $132,000 - $160,000. Final compensation will be determined by a variety of factors including but not limited to your skills, experience, education, and/or certifications.
